The Rules aren't particularly clear on this point:

Judging from the other knowledge checks, the bonus is either static number with no bonus or a static number + the level of the actual ability itself. From what I can tell, no knowledge check makes it 10 + HD or 10 + Character level. E.g. a level 100 sorcerer casting magic missile would still only be a DC 25 + 1 ( spell level) to identify (if targeting you). It's based on the spell level, not caster level. Level appears to be irrelevant. And even more so, when you look at identifying creatures, it's based on the monsters CR, not HD.
