I think Blackbird took Thrash down at some point, since I haven't been able to find it for about ten years. Another author put up a much more finished game with the same niche called Fight!, again emulating tournament fighters like Mortal Kombat and Street Fighter.
Then there's the Shonen Final Burst RPG, a game emulating martial arts action anime. The four default settings in that game are Totally Not Bleach, Naruto, One Piece, and Dragon Ball Z.
Open Versatile Anime recently released a revised edition of the rules, and is meant as a general system for fueling anime-inspired adventure.
The afore-mentioned Blackbird also has a game called Magical Burst, now in its fifth draft, emulating the Magical Girl genre. Specifically Madoka Magica.
I'd like to mention that the Sailor Moon, Cute & Fuzzy Seizure Monsters, and Tenchi Muyo games Manticore suggested are all the same game system: Big Eyes Small Mouth. The two primary versions of that running around are 2e and 3e, which are drastically different games. Both are worth checking out. Other setting books include Slayers, Trigun, El Haaard, three other Tenchi settings (Universe, In Tokyo, and I think one of the movies), and Dominion Tank Police. Though that might have been something else. They also have a D20 system variant.
Speaking of the something else, R. Talsorian Games has a system called Fuzion that powers their whole line of anime RPGs: Bubblegum Crisis, Dragon Ball Z, Mekton Zeta (also mentioned earlier), Teenagers From Outer Space (not quite Fuzion, but close), and possibly Dominion Tank Police, if that wasn't BESM after all.
Anima Prime is an anime themed game riffing off the feel of the Final Fantasy games and anime, with some western inspirations like Avatar: The Last Airbender.
Bliss Stage is a bizarre little anime-themed post-apocalypse game with a very integrated setting and tone. Think of it like a mash-up of the Matrix with Neon Genesis Evangelion.
Plenty of games for specific settings or ideas.
