I know there used to be a blind user here, maybe I'll remember her username overnight, who had such a program.  If you're out there, could you tell me what the program is/where to get it?  Or anyone, anything similar?  I have a Facebook friend who is rapidly losing her vision.

What you're looking for is a screen reader program.

https://en.wikipedia.org/wiki/Screen_reader

I had a classmate back in uni who used JAWS.

Sorry I can't offer any more information, but I figure that should be enough to start googling some info and maybe pull up some first hand reviews by people who have to use such programs day to day.

I'm not up to date on these technologies, but I believe either Festival (an open source product) or Dragon Naturally Speaking (a commercial product) can do speech to text and text to speech as well.

Windows has text-to-speech capability built in.
