Most oWod books I have read usually include a section for Merits and Flaws. When it comes to Wraith the Oblivion though, I haven't found any accept in the Risen book I recently aquired, and even then, they only specifically affect the physical body.

Are there any Merits and Flaws for the average Wraith?

Yes. But because Wraith only ever made it up to 2nd edition, they were published in a separate Player's Guide. White Wolf only started putting them in the core in 3rd edition.
