Well, she is heartless. And war is considered Glorious in Rokugan. And if the heimin and the hinin disagree, well, by the celestial hierarchy they don't even count as real people, so who cares?
Life is cheap in Rokugan, since so long as you behave appropriately to your station you'll just be reincarnated anyway. The cycle of rebirth is only ended if you do something so terrible you end up in Jigoku, or something so great that you wind up in Yomi.
Disputes are commonly settled by fighting, with victory being interpreted as bestowing the mandate of Tengoku. The extension of this into war is what makes the Crane so formidable in combat are the duelists who challenge the leaders of enemy units, winning easily, thus neutralising the whole unit, who have been shown that the Heavens support the Crane.
Perversely, Momoku's desire for peace, while a fine example of Jin (compassion), could readily be interpreted as a fear of death (and thus insufficient Yu, courage), and indeed has by Kumi, who has little interest in Jin. Worse yet, it might be interpreted as a lack of faith in the teachings of the Kakita school, a grave insult to the school that has been so gracious as to train an outsider. Kumi is pretty much expecting the other Kakita duelists to challenge Momoku, and if they don't she might do so herself (probably suicidal, considering Kumi is a soldier, not a duelist), or at the very least consider them as dishonourable as Momoku herself.
