Taras' AWA is 8. He rolled a 2 using his Expert level (4d20L) in Construction. That's 6 under the TN of 8 (a "Margin of Success" or "MOS" of 6 is quite good).

In this system, lower is always better, so you're rolling to equal or get under a 10.

Kel unfortunately doesn't have any Construction experience and identifying power tools is somewhat a little more specialised. Wayne and Taras do have ample experience, though.

Makes those unskilled rolls nigh impossible sometimes

In many cases, this is true (and not unrealistic) unless you're doing something trivial.

In this case, the odds are straightforward. Kel rolls dd20 and takes the highest of the 2, her TN is 10. She has a 50% chance of making a 10 or less on 1 die, so there's a 25% chance of making this on 2 dice.

She has a decent chance because of stats, a lot of folks would have to get under a 5, 6, or even less.  Normal people would be in the 3-4 range or less.

Assuming no mods that's a success of 7 plus the bonus for a second success. That might be a decent success if there are no particular extra difficulties.

Come to think of it, this would be more a Streetcraft roll, with some kind of FIBUA/FISH/CQB Qualification. No matter.

First, he needs to climb down into the house (without falling into the water), then walk across the roof joists (again without falling into the water) to get to the wall before he can work on the loophole.

You got a little ahead of me. I rolled a CDN check to climb down and then walk across the rafters and joists to get into position to start making a loophole.

This process is about a five minute job at least (the nice MOS helped but it's still going to take time to move in and then create the loophole).

I'll need Initiative rolls from Kel and Wayne. Taras doesn't know there's a threat, but probably will, soon!

Initiative is done via a roll (2d20L) vs. OODA. Every point you succeed by is added to your base initiative (Wayne is Lightly Encumbered, so his base is 12, Kel is heavily encumbered so her base is 7). This number (also called "ticks") determines who goes first, and how many actions you receive. Max Initiative/ticks are 15.

Post rolls here, then we'll get to what actions you can perform. Basically, all actions have a tick cost. So, if Wayne's initiative is 14, he can perform 14 Ticks worth of actions. The Speed for an MP5 is 2 Ticks for a quick hip shot (poor accuracy), 3 Ticks for a Snap Shot (regular accuracy) or 5 Ticks  for an Aimed Shot. If Wayne had 14 ticks, he could make 7 hip shots for 14 Ticks (although at full auto he would empty the magazine and probably end up filling the clouds with lead due to recoil). At the other end of the scale, he could take 2 carefully aimed bursts (10 Ticks with 4 remaining) but the time this takes, the tango might fill Kel with lead before he does.

Tick costs are in the main rule book between pages 139 and 142.

I made Wayne's Initiative roll for him. He was able to take several shots, so I just gamed through the exchange of fire.
