Wonder and Horror Superheroes

Just a bit of a stray thought here, but I'd like to play in a game that emphasized the wonder and horror of living in a world with superheroes in it. Not, like "horror" as in horror scenarios, but the highs and lows of the reality of the situation. The strangeness. The alienation and isolation of being more or less than human, or as a human living in the shadows of beings with incredible power.

Just something that really dug into the condition of it all.

Preferences:
System: GURPS or Fate. Maybe Mutants and Masterminds 3e.

Players as superheroes: Sandboxy and very character driven to focus on the individual nature of the PCs growing isolation and transition from a "normal life" to being suffused with the weirdness of powers, arch enemies, having to fight on a regular basis, hospital visits, danger to loved ones, and the psychological damage secrets do to the people close to you

OR

Players as normal people coping with existing in the shadows of superhumans. More plot-focused, but with plenty of player agency. Maybe they're a police task force ill-equipped for their duty of dealing with recently emergent superhumans, or they're the support circle for someone who is a superhero and have to deal with that fallout, etc.

I really like the latter idea. A subversive story following player characters arrayed around the ones who would traditionally be the main characters. I've seen the concept touched on in games that emulate harem anime, but that genre is by its nature less interesting to me. It might be similar in some respects to a game about characters who live and work aboard a famous ship, or about clergyfolk or heralds to a particular deity.

It could be more mundane, slice of life drama that feels as though its natural workings are being invaded by the world of caped crusaders, or a professional drama in which the PCs are the 'civilian' allies and support staff of a Batman-style hero, or the non-pilot operators of an Iron Man-style one, or advisors or support staff for a supercriminal mastermind.

I just love the idea of games where there might be traditional action scenes, but the players' agency comes in a fate point-fueled flashback where they describe how some past interaction between them and the hero/villain shapes what happens next.
