Is there any way to make text bigger?

I'm writing out rules and want to label sections with larger text, but neither <bigger>, <header>, nor <big> work, which seems odd to me, and I don't know what other tags to try and I didn't find any tags for larger text in the faq.

You can use <large></large>, but it's not much larger unless you also bold it.
