The Exemplar sectors were introduced by the Terran Mandate in at the height of the Golden Age of Mankind. They were conceived as a way to assert the Mandate's moral superiority and organisational skills at a time when many systems were chafing at the Mandate's authority, if not in outright rebellion. Each Exemplar sector was to be a model of eco-friendly development, scientific know and beneficent social engineering to create a networks of star-systems that will be a shining example of the best the Terran Mandate has to offer.
The development of Exemplar-XII, the last of the Exemplar sectors commissioned, began in 2585 and was in its early stages when the Scream hit. This proved enormously advantageous, as the populations of most systems were low and their scientific knowledge and resources state of the art. None the less, in the spasms of violence following the disaster, much of the pretech infrastructure was destroyed.
In the years to follow, one corner of the sector coalesced around the New Yellowstone system. Within the last 30 years, the Void Storms that had kept the New Yellowstone Hegemony isolated from the rest of the sector abated, allowing exploration of the Inner Systems to begin once again...
