Boston, Massachusetts. A city almost as old as the United States itself. A city with a long history of upheaval, and of crime. It was here that our country made it's first statement of freedom, a crime against a king saw it's colonies as less than his own people. It was also here that crime took on a darker tone nearly a hundred years later.

In June of 2018, a rogue crime syndicate formed with the sole purpose of taking out state officials. In one day, 6 heads of local law enforcement were killed, systematically causing a vacuum with which local crime skyrocketed. Some crimes stopped getting reported, others stopped getting investigated. The surge in seemingly organized crime however lacked traditional ties to any known organization.

Seeing this, Governor Palmer knew something had to be done. Taking charge, she went to the one person she knew she could trust in the local law enforcement circle, despite that person being retired. Former Captain Dalton of Boston PD knew things were going to get far worse before they got better, and he also knew that if local law enforcement couldn't do the job, they would have to work outside standard means.

Being the former head of the Organized Crimes Unit, Dalton knew of the off the books building the unit used to combat crimes in prior years. Since his leaving the unit, the building hadn't been used since, making it perfect for what he had in mind. Giving him full means and ability, Dalton was made head of a new task force, one that could operate beyond local, state, or even federal level. He was given authorization to recruit from anywhere he deemed appropriate, and a budget rivaling most well equipped private security companies. Jurisdiction was theirs, so long as it helped clean up the state that was the home of revolution.
