Lixue wrinkles her nose a little at the smoke, and the mystery   "I see. But who then tried to steal his chop from him?  I am starting to find this to be a rather tiresome game of hide-the-sandal."

She considers the Kitsuki's story, "I find that interesting since the person he was claiming to be had some acquaintances at this court.  It would have been a daring actor who tried such a thing. Not unheard of, of course."  Lixue suggests practically, "It might be useful if you told us something of the person who was under investigation."  She smiles with a wry humor, "He told me somethings about his life--and if they do not match whom you think it is, then we might have some more confidence in whether we have identified this victim correctly."

Arrange it. The worst that can happen is they refuse.

The three of you begin to discuss the city's defenses in more detail

Anything you want to ask/say to Miya and Fizu?

He seems to think he is telling the truth

Kitsuki-san nods and stands, scurrying to a nearby table and retrieving a scroll. The scroll seems to be commission letter, authorizing him to investigate the matter he has described. It details Mirumoto's background. The details match what you have previously learned.

As I said, I do not know if he was the actual Mirumoto or not. Our friend had a period of time where he disappeared from public view. It was shortly after he reemerged into public life that the concerns began. He refills tea cups. Those who lived nearby thought his behavior odd and unlike him. They scored it ip to the same cause he had to retreat from the outside world: grief over his brother's death. Then the chop came up missing. And then his transfer here.

As you say, such actors are not unheard of. If the cause was lucratice enough, there are a few I can think of who might take on such long term an assignment.

Cause as far as he knows, they don't.

"The things he discussed with me, match your description.  But a good actor would remember his part."
She glances towards Ochube-san.  They have a sealed letter that was hidden in Mirumoto-sama's saddle bags.  This person seems as reliable as any to hand it off to.  But she has never made that kind of decision before, and is less certain about the etiquette involving misplaced letters sent to Daimyos when the sender may be a criminal.

She frowns.  "How did his brother die?  Your story seems to imply that he had some goal in stealing the chop.  And he certainly seemed to have something he wished to accomplish here. Frankly, I thought he was here because of the strangeness that had been reported in Naishou for quite some time before my arrival.  If he wasn't assigned here to do that, what was he assigned to do?  And what were his plans?"

"I do not know whether this will help, but I caught the people who tried to steal his chop -- I think one of them is still alive, if you care to interview him.  They were among those that were trying to embarrass the Lion and the Miya here with a series of thefts and accidents."

No, Miya-sama admits reluctantly. I will order a search of the Palace and Temple. As they seem like the most likely locations. But we do not really know what we are looking for. I would not know who to ask. Well. Have we asked the enemy what this robe or cloak looks like?

His eyes light up at the mention of a surviving witness/conspirator. Ah! I would relish the opportunity to interviewa witness. Arrigato.

As to the assignment...it was due to the oddness of Naishou. When the province came up for possession, we investigated our records but fohnd little mention of such a province. And our mystics...well. They saw odd visions c9ncerning this place. So our clan was going to send an agent to observe. But Mirumoto would not have been the obvious first choice. So when news of his death came, on top of the concerns he was linked to the missing chop...well.

He taps his pipe against the bowl and brings it back to his lips. His brother died in an accident along the Phoenix border. It was investigated and was deemed a genuine accident.

Ochube says nothing about the letter. You sense he is silently saying to hold off on mentioning it for now.

Lixue sighs inwardly.  Normally she would enjoy seeing the famously unusual Kitsuki investigation techniques, but alas there is a Bird Spirit army that needs appeasing and there is Scorpion led diplomatic effort..the Fortunes just do not send enough hours at times like these.

Lixue cocks her head the mention of odd visions, "I normally avoid visions and spiritual..educated dreams as much as I can, but alas I do not have that luxury just now.  What were the visions about?"

She hesitates, "Please forgive my prying, but last Winter's events have made me..a trifle nervous about papers with a mistaken identity.   Is there something about this stolen chop that you think may benefit those trying to discredit the Lion and the Miya.."  Lixue recalls that the Lion were also targeted by the events of last winter.  Surely Kakita-san's villainy was personal..

One more thing then. I will be ordering the other clans to coordinate with you.

Fizu looks at you. Currently the Scorpion and Three Man Alliwnce each have a squad's worth of men here. The Crane about half a squad. The Phoenix...I am not sure we have good information on them. Inquire with them. We must make sure we are not working at cross purposes. Can I leave the coordination with the others to you Akodo-san?

The visions were vague and threatening. I pay little mind to omens myself. As to the chop, yes. It is one of three chops that are authorized to seal papers allowing border crossings and river trade. Someone with the chop would be able to forge documents that would allow shipments to flow through Dragon territory with ease.

Ah. Now we see a connection. Ochube turns to you. There are only three clans I can see getting use of a chop that would allow unauthorized shipments to flow through the Dragon controlled regions of the Drowned Merchant river. The Toirtise, who have the strongest presence in the river trade. The Mantis, who have concerns now that they control Broken Wave city. And of course the Phoenix.

"If the chop is still missing, do you think Mirumoto-sama might have been killed if someone thought he had it?"  Lixue suggests thoughtfully.    "If that was the case, it would decrease the possible assailants considerably.  I'm guessing that knowledge of the chop's disappearance and Mirumoto-sama's possible involvement was closely held knowledge?"

As closely held as could be expected, yes. We do not know if he was working for someone, simply trying to sell it to the highest bidder, or what. So I can only hazard guesses as to who might have what knowledge.  But I think you are correct: his death was over the chop.

You need to send a letter to them. You can ask Fizu to do so if you don't want to mess with it yourself.

Let me know if you have any questions, etc. We will move to the following morning tomorrow. I need to work out a couple of things before I begin thrashing your pathetic army

Alright. I'll go ahead and send the letters, then. Fizu's ceding the job, so I'll take it.

Lemme know what I need to roll for those. The Japanese don't typically do 'form letters' after all.

In general...

"We request the assistance of all clans in the name of Miya-sama to deal with the supernatural threat invading the city. We are under siege conditions, and it is unlikely anyone can leave this is resolved. All available fighting men should report to the palace to band together against the common threat.

(Sound good?)

"I suppose I am confused about this abrupt change in Mirumoto-sama's personality."  Lixue admits slowly, "My impression is that he was planning to retire soon. Why would he need money, then?" After all, why would there be a letter from the Dragon Champion among the belongings of someone who wasn't trusted?

Lixue glances at Ochube-san as he mentions those likely to benefit from acquiring such a chop. There is something well-matched between them, and it brings to mind Mirumoto-sama smiling at her before Ochube-kun's duel.  How his wife would worry about him when he would duel.

Wasn't there a letter to his wife among his belongings?  Certainly Ochube-san would be the first person she would tell what is going on--and probably in some kind of code.  But then again, it was hard to imagine retiring while Ochube-kun was there to exasperate her.  Maybe there was something in that letter that would have information about his plans. "Did you interview his wife about his possible involvement? I gathered they had a very fond relationship."

OOC: So, does Lixue know where this letter to his wife is?  If this investigator has them, Lixue will let him know there is a letter to a dead person amongst Mirumoto-sama's belongings. If the Lion have them, than Lixue will try to look at them with Ochube-san. Her betrothed can delight her with his code-breaking skills. :-)

"I see." Lixue says with a blink. "I suppose his retirement makes more sense, now."   She tries to recall where Mirumoto-sama's belongings are -- she would like a second glance at that letter.
