Empirium and Methods of Communication
Obviously PM's should be used to communicate all official role-playing communications that are secret between two+ races. PM's are also well suited for players to interact with other players in a respectful fashion and to process OOC game mechanic like things. Such PM's should indicate if they are OOC however.
Race-Threads should be used to communicate general information about your race and non-secret role-playing of a public nature.
Galactic Seat/UA Hall should be used for pontificating, broad speeches that are public to every race and most NPC's in the galaxy.
The OOC thread should stay out of character and should not be used for actually playing the game. However, you can feel free to ask questions, joke around, coordinate time-zones, and generally chat.
Every other form of communication is for players to talk to players (telephone, texting, skype, and rMail). However, if somebody tells you that they do not want to talk to you online, texting, rMail, or whatever, then you need to respect their wishes and limit yourself to IN-GAME communication methods.

You are permitted to use rMail to communicate, if you choose. (I couldn't stop you anyway.) However, YOU have to continue to follow the rules that RPOL has established. In no fashion should rMail be used to badger another player or attempt to entice them or engage them in activities that are Empirium related without their consent.
