Basically, yes, that is what I am saying. Now it's not true SP, due to lacking the 'punk' aspect of the genre, but it's technology and culture as shown in the series is very close to the Steam Punk era and locations in the real world.
Let's review:
Culturally pervasive, seemingly eternal, and female; monarch? Check.
Hot air balloons as transport and recreation? Check.
Tuxedos with tails and tophats as formal wear? Check.
Conflicts with native tribes over continued expansion of the 'civilized' culture? Check.
Steam as the leading industrial power source? Check.
One room schools as the primary source of education in smaller towns, while major cities begin to subdivide their schooling and cease giving direct attention to problem students? Check, check, and check.
The newspaper as a major information medium, while TV seems nonexistent and radio a new and limited technology? Double check.
See? Definitely steam punk related, though not out and out.
