I still think our Lunar Cave story has potential
for example, or even the first underground Lunar colony might be interesting.

Lots of potential there.  Imagine if say once a colony had been established under the moons surface,  some lunar explorers including a geologist or even archaeologist uncovered something while exploring an underground lunar cave...some sort of petroglyphs that proved there was someone there before humankind.  They try to bring back their evidence, only to find that the leaders of the colony are trying to cover up their story, destroy their evidence, even silence them if they won't be quiet.
Maybe the scientist/explorers don't even realize the depth of what they've found...what the petroglyphs really say.

imagine some ancient society used a remote satilite with no sentient life as a lab, or containment facility... sort of the glactic equivalent of the white sands range

Yep that would tie in very well with the earlier concept, sort of expanding on it.
I also liked the idea you came up with the one time we discussed this about an ancient alien tomb.

the ancient tombs are ther..one group of "opposition " to the group is trying to protect a holy site, the other is a group trying ike hell to keep anyone from finding the lab
and the story could be part slowly discovering that there are more than one group involved

well what I was thinking is that the froup encounter opposition in small bites, friendly warnings, official redtape, maybe some not so friendly interference.....
never really identifying the people behind the interference so to the reader it looks like a straightforward simple story line

That would work, keep it shadowy but giving hints as the group of protaganists become drawn more and more into the mystery.  We'd need to flesh out all the individuals involved and their motives and personalities etc, but it would be worth it if we took the time to do it right.

we don't need to be too detailed on the aliens but there intentions and what they left behind needs to be detailed enough

Now those trying to keep anyone from finding the tombs, they could be a group of religious zealots who found aliens to be an affront to their beliefs, or even a religious coaliton who had decided the world was not ready.

what  a thinking is that in the end some sort of compromise arrises, where som parts of the discoveries are allowed out while still protecting the sacred, and dangerous sections of the tunnels
and a nice twist is that in the end all three groups end up working to save the site, when a new player comes intot he game

I think they might be well meaning in their own way, but the government agents would most likely be ruthlessly efficient unquestioningly obedient to their higher ups.

of course they are professionasl who honestly believe they are trying to do what is right
we can ad a few instance where they question the ethics, and measures taken but in the end with regrets go ahead with their orders to protect their world

okay hers my idea.... tbs older than labs, created a million years or so ago... other races found it and added to it...at the heart of the catacombs is a truly magnificent ancient tomb full of artifacts... the lab was built to try and reverse engineer the artifacts, and discovered something truly horrific.....
a power source or weapon so powerful it was responsible for the destruction of the people who built the original tomb
sort of like the ID monsters fro forbidden planet.
say a device that channels raw psionic energy into form and can create anything...but it also corrupts the user over time making htem willful, and drunk with the power.

the devic was buried as part of the funerary offerings of several people in the tombs,
the second race discovered the ityem studied it as a superweapon against a powerful threat but abandoned it when they discovered it was what created the enemy they are fighting
"the enemy" cant use the items, but know they are somewhere in the toombs, hidden away by the researchers who destroyed their notes and themselves to keep it hidden

now the enemy was eventuall defeated and have become the boogey men of the aliens.... something only remembered in old stories and stories to scare children
but they are on earth, since they know the system is where the lab is located but not sure, of it until the tunnels are discovered
they use the Earth gov security netwrk as a tool to close off the tunnels remove anyone who knows of them and then plan to go in themselves

That is just complex enough to make for an interesting story.
Seems to me that this would be a story about layers...

now the religious group found books and scroll talking about"the message" a group of interrelated religions given to each race for it's onw use....not intended as a universal religion, but tailored to teach each race how to deal with its social and moral dilemmas....sort of te eac race was gifted by the creator as they needed to be...and our truth is not your truth

well, lets remember a lot of religious institutions do have their own universities, and scientists...
and if one of them was a Vatican expert, he would have access to the archive ..which are the largest collection of texts on the planet

Yes I picture the religious group being made up of a lose group founded by some who had discovered the tombs when the colony was first created perhaps a few years before this story takes place.
