Interest check - No holds barred Superhero team (Origin)
So I had this idea lately, and I'm sure someone has thought of it before but that's them. Anyway my idea is this, there's a city okay maybe like a city state with a couple of city type areas. That has a serious crime problem, to the point where almost everyone has a sob story to tell. Problem is that because everyone has such a story, most have decided to ignore what's going on and try and continue living and surviving anyway they can. Now right now there is no super heroes in this city state place, there are only crooks and those who work for criminal enterprises.

But maybe, just maybe some people within the city state getting sick of all the trouble and harm coming to them. They decide to step up and combat these criminals, however they aren't going to be your simple spandex wearing boy scouts. I'm looking for heroes who have no qualm killing the crooks, crims etc, I know this sounds like Kick Arse but I'm actually hoping powers maybe a thing just most crims seem to be have but maybe not.

Thoughts, ideas and so on is welcome.

I. for one, am a fan of the vigilante brand of superhero story. I'd be interested in hearing about what kind of system you're thinking about running this at and what kind of power levels you're interested in.

For my part, I might keep it more like The Shadow or other pulp heroes - maybe scaling as far as Doc Savage or the later Darkman. Not hugely interested in a collection of Punishers or Batmans (or is that Batmen?)

I'm glad for the interest, I'm not looking for a bunch of powerless people just going on a rampage. But I'm also not looking for god like beings coming in and turning everything on it's head, in one foul swoop either. Powers will vary but I want the reason for the group to form a team is, that although they have interesting and or useful powers. It'd be more served that they work together, in order to do more for the place they live in and the people living there.

As for rule set (I'm guessing you may mean system as well), I'm not sure but the last big superhero game I did here lasted for four or more years. And I think it went by SAGA or RIFT systems maybe a combo of both, I have no issue with someone suggesting something to use. But Like I said, I'm wanting to avoid god like powers or powers that make people unstoppable. Might even have some down sides to them so regardless of what they can do, they still have to worry about the shoe dropping so to speak.

I'm not sure about including magic as it may sort of branch away from what I'm looking for, vague mysticism might be passable but I'd prefer genetic, scientific or accidental type powers. Because this will be a big city state that exists in the modern era so fantasy stuff isn't likely to be occurring within it, but I'm interested in an ideas as well if people wish to postulate them.

Supers red is a great flexible system and has built in mechanics to allow for skill based characters keeping up with powered ones

SAGA needs a Fate deck, doesn't it? With varying hand sizes and all, that feels like it's going to be a difficult thing to implement in play by post. RIFT and Supers I know nothing about. I know Champions, V&V, Marvel, M&M and Icons so I'm system agnostic and can get a working grasp of something else easily enough.

It sounds like the idea is to keep to a middling-low power level and concentrate on the grit, tough decisions and drama of a darker setting like Gotham or Sin City. I'm up for that.

Any technology that is sufficiently advanced will appear indistinguishable from magic.

Regardless of that, though, magic is a pretty normal superhero trope.  There really isn't a superhero universe that doesn't have some non-zero number of magical heroes/villains in it.  I'd think long and hard about excluding magic as a potential power source just because it isn't scientific...

I have nothing against magic, in fact I happen to like it quite a bit. I'm just worried some people may feel less interested with it's inclusion, because of the nature of it. Essentially means you can do almost anything a super powered person can do but without said powers, if people are fine with magic being in it then I'm cool with it as well.

As for system, like I said I'm not certain but the ones mentioned do peak my interest. I do believe I've played in Marvel and Champions games before, and I'll even look into the V&V or M&M ones as well. Hell if anyone wants to help me GM'ing or even merging any of these is cool as well, I just want a good fun game with the boundaries on fighting a little less corny boy scout and more real reactionary stuff.

I mean someone with powers whose lost so much or seen their city on the brink, isn't going stop with a simple punch to the face not realistically speaking anyway. And that's what I wanna do here plus the creation of a group combating this corrupted city state, comes with all kinds of fun that we can get into along the way.

I'm not sure that's entirely true. Some people will have reservations about killing in the name of right and justice. That internal conflict is real,dramatic and interesting. Doing away with that conflict leads to the Night Lords for those of you with 40K familiarity.

That might be it's own, interesting thing although it gets away from true superheroes. Having the city corrupted all the way to the top almost turns it into Don't Rest Your Head. That's a fun idea to play with but it could get dangerously close to horror. That raises the question of what they're fighting for. If the whole thing is irredeemable, why not just leave?

How to engage the interest in fighting for the city in a game is having believable, motivated bad guys who do things that make sense and having believable, involved and interesting people and things to fight FOR. When a villain's plan gets fouled they probably won't fight to the death - they'll send some thugs to stall the heroes long enough to get away. Then they'll plot revenge, traps, work on framing the heroes or find ways to make it to painful or costly for the heroes to fight them by trying to take away the things the heroes are fighting for.

That's all system independent.
