Theres a specific myth that rattles around in my head, and I wanted to put it to use.

At the begging of time there was nothing but darkness, the only element to ever exist the longest. But one day Light burst into existence and threatened the peace that darkness had always known. Soon light fractured and started to create other elements, Fire, Earth, Air, Water, Life...and darkness created its own counter parts Ice, Radiation, Poison, Lightning, Death...Later these elements evolved into beings called elementals. The elementals watched as Light and Darkness attacked each other and finally decided to put a stop to the fighting, and made the 4 horsemen of the apocalypse, the 4 archangels of salvation and the primary elements. These first two factions kept the balance and made sure light and darkness didn't destroy eachother, the last created worlds slowly and allowed light to give it life, and darkness to give it a cycle.

Now after eons of the endless cycle, the light and darkness have learned to coexist. But the archangel and the horseman have grown tired of the peace. Plans will be made, Sides will be chosen, And war will wage...Myths and legends will become real...and only monsters, demons, saints and man can hope to turn the tide.

I just need help with a game system. preferably one that I can toy with...races, magic, other fun stuff even modern weaponry

I would happily help out with system, but the above info is the wrong info for system, especially if you plan on tweaking anyway.

The real starting point for system here, is "what do you want the players to be thinking about  when they make a choice?" and "do you want a randomizer, and if so, what do you want it to tell you?"

Once you answer those, then we can really determine system, and making a new system (it is easy) definitely needs these answered.

What sort of tone are you looking for in the game? Exciting action? Gritty battles? Or would you prefer something more fully narrative? If you need to, there's always the option of making it very 'system lite' or not having a system at all.

I mainly need a system so people don't get the same hybrid races, namely human/xXxX. So that's all I need for a system, I also plan this to be more of a developing roleplay, players start all over the world only to be drawn into said conflict. As to those other responses on this, your decision will effect the outcome of the cue attempt by the angels and horsemen. If you choose something no matter what it will effect future events, making them either easier, calmer, more friendly, or harder, mind bending, destroyers. Those decisions will effect it all, maybe even cause destruction of the balance.

I'm honestly not seeing how hybrids is a system issue, especially if you want to disallow them.

The rest is most certainly not a system issue.

Your last comment is kinda broken, not entirely certain what you're trying to say, but it seems you are saying something about what I would or would not want to see in a game regarding hybrids, which has absolutely nothing to do with system.

The system does not make the game, system does not dictate what must be allowed. The gm decides that stuff, the gm makes the game, the gm decides what is or is not allowed, the gm decides how to handle and deal with the things the players want. The system is just a tool, nothing more.

Whatever happens with hybrids, is the gm's choice. System has nothing to do with it.

Doesn't matter what I want. Doesn't matter if it is good or bad.

On a side note, if you're concerned about sameness from just race, then you need to encourage players to stop making gimmicks and make real characters instead.

How many stories do we have where every character is a human? Do those characters suffer from sameness? Of course not, because being human is not the entirety of those characters.

The same applies to rpgs. A race/class combo is not a character, it's a gimmick, a tactics game unit. A character is far more than just their race. If a character is differentiated only by it's race, you have a bunch of players that are not playing characters at all, and sameness is the least if your problems.
