Need a Large Fleshed Out Published City

I need a large city already complete with map, and NPCs and detailed information about it.

Has wizards of the coast published anything like this?

I've been searching and cannot find what I'm looking for.

We are going to run an urban adventure in this city, so I need more than just a map.

Ideally a really big city would be great, so there is a lot to explore. The more info the better.

Any suggestions?

Irilian was a full city published in White Dwarf. It would need some mechanical updates due to the age, but the setting should hold.

City State of the Invincible Overlord was another from the 1st ed. AD&D period.

Hollowfaust is 3.5 edition, but I don't know how complete it is.

I think there have been numerous supplements devoted to Waterdeep from Wizards directly.

There are also a handful of third party city-centric supplements in 3.5.  I cannot for the life of me remember the name of the one that comes to mind.

While it might not be DnD (which is what I assume since you mentioned Wizards, but, hey, a city is a city, right?)...

There's this city in 7th Sea called Freiburg that I think would foot the bill. It's big, it's got names for people and places and things, laws, government, society, and a couple of maps. You might need to make some adjustments here and there for whatever system you're playing in (maybe change that Blacksmith to a Goblin, because why not?) but it's one of the deeper city builds I've come across, and it just might work for you.

I've always liked Blacksand for the Advanced Fighting Fantasy setting of Allansia (partly because it was published in paperback novel size). Probably hard to come by these day, though.

Pathfinder has several enormous cities with their own sourcebooks (and often cool aesthetics/gimmicks like being built around the ruins of a titan-sized bridge). There are a couple of good wikis for the Golarion setting you can check out to determine which of them meet your needs.

I think Cityscape for 3.5e fleshed out 2 or three, but then again you could check out the Ebberron Campaign setting. I think there was one in there and of course if you go into some adventures you can get a fully fleshed out city. For example Hommlett in the Return to the Temple of Elemental Evil.

Google Judges Guild. Citystate of the Invincible Overlord was always a favorite of mine, back int he day.

There was also a series of "universal" city books (and related compatible source books for encounters, NPCs, etc) that had different sections of the same city published by a company back in the 80s and 90s, but I can't remember which company. What it gave you was relative power levels (knowledge, magic, combat) that you would have to use to convert to the system you wanted.

And, of course, Chaosium converted the Thief's World Series city of Sanctuary into a map with rules and NPCs appended for a variety of game systems. Of course, much like any of the D&D compatible ones above, you might have to do a bit of edition conversion. As I recall, they even had an expansion which had a couple new systems, plus an update for a new edition of one of the older systems in the original boxed set.

In any event, play with google a bit and you're likely to find several options.

World's Largest City

It's a couple hundred page book meant for running an entire campaign inside the city (not that you strictly have to).

By the same guys that did World's Largest Dungeon.

Also from the Forgotten Realms but for an older edition, Ravens Bluff from the old RPGA Living City campaigns, is fully fleshed out. The books are, or were, available freely online.

If you can track it down, and don't mind that it's licensed material from a book series, TSR had a supplement called 'Lankhmar'. I'm not even sure if WotC would have the rights to publish this one in PDF because, as stated, it is from a book series, but I found it pretty useful back in the day.
