The Foundation very specifically does not eliminate things, in general. Now, part of that is due to the difference in setting: The large majority of skips are relatively benign, essentially invulnerable, or more dangerous to destroy than to contain. Part of it is a matter of policy, though. Anything that
can be safely contained by existing technology can be studied, and any developments brought about through that study may have applications in dealing with the more problematic skips. They are fundamentally an organization of scientists with paramilitary units available, rather than a paramilitary organization with scientists available.
