I am running vehicle combat mainly per the optional rules in the 6th edition rulebook.
One thing which doesn't seem particularly believable is the assertion that cover, like being in a car, doesn't reduce the chance to hit for purposes of combat and spotting. Certainly untrue!
One way to incorporate cover within the bounds of the rules is to use the random hit location table in the Cthulhu Now rule book. When any location that is behind cover is struck, the bullet must first penetrate that cover to do damage.
A second way is to make a new rule: cover still doesn't affect the hit percentile but it instead adds to Dodge. 25% cover adds 5 Percentiles to target Dodge, 50% adds 10 Percentiles to target Dodge and 75% adds 15 Percentiles. A successful Dodge simply means the bullet needs to penetrate cover before affecting the target.
