Campaign Magic Rules.

Neo Europa is a campaign geared for low level adventure.  Spells that detect levels (ie. Magic, Aura, etc) have the levels 'halved'.

ie.  Detect Magic
Functiong Spell (spell level)
1st or lower (faint) ~ 2nd or 3rd (moderate) ~ 4th (strong) ~ 5th or over (deity level)

Magic Item (caster level)
2nd or lower (faint) ~ 3rd to 5th (moderate) ~ 6th to 9th (Strong) ~ 10th or over (Artifact)

Meta Magic Feats.

A character learns a free meta-magic feat when they may cast first level spells
A character learns a free meta-magic feat when they may cast second level spells
A character learns a free meta-magic feat when they may cast third level spells
A character learns a free meta-magic feat when they may cast fourth level spells

Luna (Water)
Luna's contribution to her siblings efforts was Life nurturing Water and all the life giving Healing properties. Life existed but lacked flavor and variety. Seeing a need for variety she norished life and bought forth Animals and Plants to populate the world. Among them she added the race of Man. They were shorter lived than the Elves and Dwarves but made up for it with infinite variety.

Domains:  Animal (or Feather/Fur), Healing (or Restoration/Resurrection), Plant (or Decay/Growth), Water (or Ice/Oceans)

Divine Casters ~ Clerics/Priest/Human Inquisitors who use Luna's Domains as well as Druids with Animal, Plant or Water Domain
Favored Weapon:  Spear or Trident

Trait - Lunar Healer (Cast Cure Minor Wounds x1/Day)
w/ Successful FP - The Lunar Caregiver manages to channel positive energy, producing a burst of starlight and healing all living creatures in a 30' radius, if the character can not normally channel it will be for d4 hit points
