...Batman isn't Batman, but someone with all of Batman's skills and abilities that may or may not be connected to the actual Batman?
Likewise, Bane has all the stuff that makes Bane Bane, without actually being Bane?

Kay Challis:
Crazy Jane is the dominant alternate personality of Kay Challis, who suffers from multiple personality disorder. As a result of exposure to the alien Dominators' "gene bomb," each of her 64 alternate personalities has a different super-power.
Danny the Street:
Danny the Street is a fictional character in the DC Universe; a living, sentient piece of urban geography who can magically and seamlessly place himself in any urban landscape at will, without any disruption to the surrounding environment and freely interact with any other sapient being through various forms of visual printing he can generate at will in his proximity.
Danny is an actual street. A sentient and sapient stretch of roadway, Danny has long served as a home and haven for the strange and dispossessed. A super hero of sorts, Danny does possess several super powers, the most notable being able to teleport by integrating into a city's geography without causing any damage or disturbance; roads and buildings simply make room for him. Danny does this mostly at night, when no one is looking. Danny travels the globe, and sometimes beyond, happily looking for folks in need of shelter and friendship. Thus, it is possible to turn a corner on the way to work, and find oneself walking down Danny's pleasantly unfamiliar roadway.[citation needed] Danny was once able to teleport into the City Under The Pentagon, and can teleport into wildernesses when needed. Danny moves from street to street to bring happiness to everyone.
Flex Mentallo:
When Flex was still a "mac" instead of a "man", he was bullied a lot while on the beach. Tired of being scrawny, he was approached by a man who had a TV for a head and smoked three cigarinos at a time. He gave Flex a coupon to fill out to get a body building book, "Muscle Mystery for You". The instructions in the book turned Flex into the muscled strongman he is now, and he learned that when he flexed one type of muscle, he could alter reality. As he did, his "Hero Halo" appeared over him, which read "Hero of the Beach". After this, he decided to become a crimefighter and dressed in wrestling boots and leopard-skin trunks.
Seriously, the Doom Patrol characters' backstories are hilarious. :P
