Stats - 40-point buy.

Clans - The Chikara Clan nor the Suzuki Clan are available.

Occupations - Academy Student is preferable but Mentored and Clan occupations are available. However they will need to be included in your background.

Skills - Chakra Control, Genjutsu, Ninjutsu, and Taijutsu are all class skills.

Feats - You gain either Archaic Weapon Proficiency or Nin Weapons Proficiency as well as Combat Martial Arts and Genin for free.
Also I will be using the optional rule for gaining the Armor Proficieny feat/s at first level.
I have other rules regarding certain feats, but I will mention them when they apply.

Bloodlines - Firstly, the Kamitora and Shikotsu Myaku are unavailable for the moment. Most other bloodlines are available, but only in a limited number.

Wealth - 2d4 + any Occupation/Feat bonuses. Plus a prefession check for 2nd and 3rd level each.

Action Points: Action Points do not stack, they reset each level.

Equipment - Anything that isnt Restricted (+2) or higher.
Nothing can be higher then a +1 Mastercraft.
Special Materials are not available at this time.
There is also some free equipment for everyone to start with, which is listed in the Announcements Thread.

Techniques - 2d4 + (1 per level).
Start out with the base 3 techniques (Bunshin, Kawarimi and Henge), which you get for free and are not included in the number rolled.
No Hijutsu or Kinjutsu.
Can have 2 C-Class techniques.
All others must be D-Class or E-Class.

Home brew is welcome but will have to get my approval first.
