It could indicate the council is busy and not paying attention, it could also indicate the rogue wizard is extremely careful, or perhaps he has no idea about them, but I find that hard to believe. Or maybe he is great enough, or vain enough to believe he has nothing to fear from them. Worse still, he may not have anything to fear from them.

Bah, I'm no spy, and don't care for secrets, so here it goes. Rivkah is my granddaughter. I met her in Ghana and noticed something was different about her.
