Special Rules!
All the Cheyenne are riding horses and most of them are within 24 squares of the train (Short Range for their Winchesters). One member of this group has a S&R Dynamite Launcher instead, and is within Medium Range of that weapon (he's riding perilously close to the train). There's another band of Cheyenne attacking the engine, using MUCH heavier weaponry. None of them have the Steady Hands edge, so their attacks are at -2 (plus any range penalties)
For the passengers inside the passenger cars, you have Medium Cover (Heavy if you crouch away from the windows, but then you can't attack). Unless you have the Steady Hands edge, you suffer a -2 penalty for the Unstable Platform of the train (the Witches, used to fighting from trains, have Steady Hands)
The stats of the Locomotive and Passenger Cars are below:
Locomotive:

Toughness: 16 (2);
Crew: 3+4;
Notes: Requires full minimum crew of engineer, boilerman, and brakeman to function.
Train Car:

Toughness: 12 (2);
Crew: Varies;
Notes: Can hold a maximum of 100 passengers, less if designated for some other use besides planting one’s rear.
The Engineer is an extra with Driving d10 and the Ace Edge. The train is currently moving at Pace 15, which inflicts a -2 penalty on his Driving rolls. I'll rolling for his actions in response to the Dog Soldiers attacking the engine.
