Ah reckon ah'll be a knockin' down this hyere strong feller and the big lady over ta yonder. Not gwine ter stand up, jist a shootin' fum whar ah'm at.

Mac 10 using trip maneuver on The Strongman, laser pistol aiming at Majestic Ocean's surfboard (-2 OCV to hit focus).
OCV 8 vs Strongman's DCV of 4 (single shot using Trip maneuver), OCV 8 vs Majestic Ocean's DCV of 4 (3 shot autofire using Far Shot maneuver against surfboard).

00:39, Today: Shepherd, on behalf of The Shooter, rolled 11,9,7,15,13 using 3d6,3d6,4d6,4d6,4d6.  trip,hit surfboard, dmg to surfboard times 3.
Hitting the underside of The Strongman's shoe/boot/pedal extremity, The Shooter knocks him down.
The Shooter sends three blasts of light energy into the side of the surfboard, causing the water on that side to boil and sending the surfboard into a spin. Majestic Ocean must make a DEX roll at -2 to stay on the surfboard (like a driving control roll), if the surfboard is knocked from under her (she fails the roll) she must make a standard DEX roll to avoid falling down.

Milo staggers to his feet (OOC: Or would Breakfall help against trip? He has it; Circus education y'know, learnt from the Acrobats) and runs up to the Shooter, charging mightily.

OOC: Assuming he wasn't adjacent, so Move-By. A 6 on the to-hit roll should hit DCV 10 or less, but if it's a move-by it's only 15 stun. But at least he's closer now?

The Shooter is prone (Milo knocked him down, and he fired from the ground) and has knocked Milo to the ground as well (breakfall doesn't help against a trip maneuver). If Milo succeeds with breakfall, he can get to his feet as a zero phase action, otherwise this is a half-phase action. If Milo decides not to stand up, he and The Shooter can be considered to be Groundfighting. First, prone characters are at half DCV when attacked by non-prone characters (full DCV against other prone characters). Second, attacking while prone imposes a -2 OCV penalty on both HTH and Ranged attacks (yes, The Shooter has a lot of combat levels). Third, groundfighting restricts the Maneuvers a character can use. Most kicks, and all maneuvers which
damage a character by causing him to fall are useless.
Basically, The Shooter and Milo would be at -2 OCV. If they were attacked by anyone not on the ground they would be at 1⁄2 DCV. Milo can stand and attack The Shooter, but as The Shooter is prone I would say a move by or move through would be less effective so there won't be any bonus to damage from velocity.
Once Milo has made his move, Majestic Ocean's flash will fire. Then we might have more like Ratman and The Brawler, who have not taken any actions because they can't see.

Milo flips to his feet, rising unstoppably and instantly, and smashes The Shooter with a mighty blow. "I hate hitting a man when he's down" he notes "but if you're going to shoot people, I'll do it anyway."

OOC: ...I am more than happy to not make a weak Move-By attack, so Breakfall to get up as a 0 Phase Action, and PUNCH! Fast Strike, hits almost for certain... 42 STUN.

Also, could you configure the dice roller so the default is 3d6?

Nighthawk flies above and past The Brawler, turning 2 'hexes' to the north of him to face the villain. Pumping his wings in place, he flexes his claws, but opts to buffet the Brawler back away from Daisy. The hurricane-like winds that his wings generate threaten to blow him off the roof.

1) A generator which could be used for dimensional rift
2) A history of utility consumption (power/air/water) around time building disappeared in city
3) A board room or other type of uppity location where a boss like Dr A might be wont to hang out
4) Office intranet, calendar of appointments, personnel listings and office numbers (not sure this is correct system for that)
5) Holding cells when might keep Agent Force Prime or just an equipment closet in case they just turned him off and stored him away

  2. it appears the facilities generate fresh water from the sea water using a geothermal powerplant, and therefore they aren't tracking any of it and there are no records about anything on the mainland
  3. this facility appears to be run by Sandra Montouri, a very wealthy industrialist with the code name of Shapeshifter, a hierarchical chart shows:

I am thinking of staying flying intangible for now and my actions will be using illusions to distract, divert and penalize opponents. Since I look solid while intangible (invisible power effects), I might draw a few attacks to be wasted.

First illusion will be thick power cord moving towards electrocutioner along with speaking to make him think I am going to drain him drive and ground him. (Presence attacks)

P3: Thunderbolt flies towards the Cube hoping to lend assistance (Not sure how far Cube was from my entry point). (Traveling at combat speed in case anything shoots at me).

Anyway, just to make it all official-like, as soon as Ratman and Vrilstar are both within arm's reach, firing up the Global Teleporting to take all of us to Rio de Janerio.  Why Vrilstar wants to go there, you'd have to ask him.  But he's the only one who voiced a particular destination.

Phase 2 Nighthawk
On phase 2, NightHawk blows the Electrocutioner off the roof. At the same time, on a lower floor, Shortcut and Vrilstar return from Rio.
Just a second later, the embodiments of storm and light arrive at what looks to be a cargo door on the flying cube. Director X is certain to be around the cargo doors, and would probably appear to be the person to talk to. The one that appears to have some lightning motif sees the battle below, and correctly guesses the antagonist. Immediately, he zips down and lashes out at Behemoth. The windstorm blows dust in the big man's eyes, but even as he raises his hands to dust off the electricity causes all the muscles in his massive frame to seize. Behemoth then drops to the roof, unconscious.
Daisy trundles over and whacks Behemoth's chest with her trunk, as if she was slapping the hand of a recalcitrant child.

Thunderbolt will do a half move to bring himself to within 8 meters of Behemoth if possible (a half move while flying for me is 16 meters :) )

Thunderbolt will switch Air/Wind Manipulation to Blinding Dust
Thunderbolt will switch Electricity Manipulation to Taser Blast

He'll then use a 2 Multi Attacks using a Combined attack on Behemoth using both Blinding Dust and Taser Blast for each Multi Attack (-0 OCV, 1/2 DCV for me)

I just realized that the only villain left standing is Iron Maiden. On phase 3, she turns and leaps off the building.  What sort of plan she might have is unknown, as she has launched herself over 90 meters away from the edge and thereafter falls another 100 meters or so to the water.
FYI: You can see neither Electrocutioner nor Iron Maiden, even if you fly down towards the ocean.
