Yes, to recap... the bad guy you were chasing, Lasrane, said there were potentially traitorous (to the mission statement of the Order of Ashes) elements of the Order here. The validity of all this is still very much up in the air.

How long are they walking? And where are they going?

Well that's why I'm asking; you won't know how far they are walking or where they are going unless you're willing to follow them all the way. If you are going to follow them all the way to their destination then just let me know, otherwise give me a time frame of how long Zelpuz will be going after them.

They are walking at a regular pace.

How long after the intended meeting time was that? He really doesn't have much other stuff to do this evening, so yes, he'll keep following them, occasionally updating the others on the status.

Do you wish to keep following them once you guess they are returning to the Chapter House? Zelpuz is not 100% certain of it, but it's a very logical assumption. Given the current location and their current pace they should reach it in about 10~15 minutes.

At this point it is about 2.5 hours after the original meeting time.

Yep, he'll continue just to make sure, he'll radio back for one of the others to wait in the bar just in case Lasrane is coming. He'll stay back a bit more to make sure he's not seen, anticipating the direction.

Does a new chapter mean new points and an option to improve some skills?

No, not yet since the last chapter only covered a couple of days of game time.
