You determine how much it would cost to set-up, then determine what level of Patron has the resources to
have supplied it, and that's how many points it costs, as though the building itself were the "Patron" (and if it's just a building, it gets the Limitation: Fixed Location, -50%).
A 10 point Patron has 1M$ in DF to spend, thus as long as the building is less than 1M$, it's a 10 point Patron (or well, 5 points as it would be just a building).
The whole point of paying for a Base with points is that it doesn't cost PCs anything more after that... however I can understand that it might.

Sure. Give me a rough idea of the square footage upstairs (I've got the map of the 'cellar' area), and I can knock out how much it should cost as money or a "Patron".
