OOC: Would magic item lore give me some idea about what it does?  Also, can it be used as a staff for the purposes of extending the reach of my spells?

Magic item lore would work; this would need to be enchanted  with the staff spell for the other effect.

"It's abilities are beyond me to detect.  Darius will probably have better luck." And he moves aside to let Darius get a feel for it.
