Ashbury notices Hitomi's blank look.
"I must be mispronouncing the name. Never could quite
get the hang of Sahudese words. Those little smoke grenade
things. Some of your people sell them."
He pulls out a straw packed wooden box for her inspection,
acting if he hadn't heard her other question... but his eyes
are very attentive.

In reply to Ashbury (msg # 1):

"Let me take a look them." Hitomi says opening the box. "Who is your supplier?"

In reply to Hitomi (msg # 2):

"The past Guildmaster Sakemoko has arranged access to some of his suppliers. If I am not mistaken, a catman named
Murashi. He is also a member of the Merchant's guild, one of a very few Sahudese that are."

"How long are they good for?

Ashbury produces another straw lined box, this one with only three of the little bundles.
"Most areas of expansion are tangled up with the
Hadereum's regulations. We, the Guild here, recently came
into possession of a number of writs of passage into the
undercity  for the purpose of hunting a cult of some kind.
This gives us access to an unregulated trade route, and possible markets. He may need further dispensation from the
 Hadereum to expand, and at the moment, the Merchant's guild
does not want to foot the bill for that. Now, how many do you want?"

"Three of each to test.  If they work out well, I can see another dozen of each"

Hitomi counts out the silver and copper coin, then continues speaking as she stashes the grenades on her person.

"What do you think this dispensation would cost?"

The Hadereum is the temple of Hades Dis Pater, and the seat
of Northport's beaurocracy. The Plutocrats oversee all things  underground  as well as taxation... and death. They have a very negative opinion of undead and tax evasion, although they will punish one with the other.

"Who at the Hadereum can give the writs we need?"

Ashbury pauses in thought.
"I hear Acolyte  Flavius  is tractable"

"He has the authority to issue writs?"

OOC:  Does Hitomi know how this works?  Are writs a fixed price but optional to issue?

The market for writs is variable, and open ended writs, while often temporary as a result (permanent ones require Cp, and don't require a physical bearer copy- you are on the books and people know it) are often resold. While all of them require a fee, sometimes it is waived in exchange for service
or sold in bulk at a discount to pardoners, or for a variable
rate based on reaction or financial needs of the plutocrat in
question. Some write writs as a side business, and the
 Plutocracy is required to honor it, handling the discipline
 of the overwriter internally, while legitimizing the writ to
save face.
 It is convoluted, and can be manipulated with blackmail.
