"There are bearer documents, which are valid for any who have physical possession of them, and registered
licenses, which are for named individuals  only. There are some registered felons,
who are disallowed from many of these special permissions , except under unusual circumstances."


OOC: registered writs cost Cp, those with social stigma Criminal need to bribe heavily in order to send points, or but black market bearer writs
