Targetting (modified):

You have 3 options for controlling where you hit:

1. Called shot: drop a die from the pool.  If you hit you can adjust the hit location by up to 2 in each direction.

2. Sacrifice power: drop the height of your hit by 2 to adjust the hit location by 1.  Can be done multiple times.

3. Sacrifice backup set: if you made two or more sets, you can burn one to adjust the hit location by 1.

I don't understand the correlation of Height to Damage under the system we're using. Can you refresh  me? I thought Height was where you hit them, with higher numbers being more desirable.

In basic ORE (NEMESIS Godlike) height = hit location, width = damage and initiative.

In the addendum, width = initiative, height = damage (half height, actually) and hit location is just a random die (I.e. the first one rolled).

So here's the breakdown.

Joe tries to punch Alice.  Body 2, Brawling 2 so his pool is 4d.

Joe rolls 2, 3, 4, 5.  No match, a miss (or alice ducks, feints, the punch hits the wall, he hesitates, whatever.  ORE is not about subtlety, all the roll says is "you didn't hit")

Joe tries again the next round and rolls 4, 5, 5, 7.

He has a match, 2x5.  The first die rolled was a 4, so the hit location is 4 (Right Arm).  The set was height 5, which is divided in half between Shock and Killing.  Round in favor of Shock so height 5 gives 3 Shock 2 Killing.  A punch, however, is rated as "Shock" only.  Thus the 2 Killing is discarded and Joe does 3 Shock to Alice's Right Arm.

Had Joe used a knife (which does "Killing" only) the 3 Shock would have been discarded and he would have done 2 killing to ALice's arm instead.  Had he used a Broadsword (does "Shock/Killing") he would have dealt the full 3 Shock and 2 Killing to Alice's arm.

Alice then calls the battered women's hotline and Joe is arrested.

In the above example, Joe hit location 4 with a 2x5 set.  This is a hit to the R. Arm.

If he wanted, however, he could sacrifice some power for accuracy, reducing the set to 2x3 and adjusting the hit location to either 3 or 5.

So another example:

Let's say Tom is swinging a Maul (Shock/Killing +2, SLOW, HEAVY) at Joe (he isn't happy about what she did to Alice).

He rolls 5d6, let's say and gets 4, 8, 8, 4, 6.

That's hit to location 4 (first die) with two sets 2x4 and 2x8.

He can choose either set he wants and likely he'd choose the 2x8 since it's a higher and thus more damaging hit.  However, there might be circumstances where sets are 'broken' due to defense, taking damage etc so it's not bad to have the second set handy.

Say, if Tom got hit by a higher-initiative attack, say a 3x4, he would lose one die from his 2x8 set, thus breaking it and have only the 2x4 set left.  Still a hit.

Assuming Tom is not hit before he can get off his attack, he'd likely choose the 2x8 attack.  He can 'sacrifice' the 2x4 set to adjust the hit location to either 3 or 5.  He could also sacrifice some power in his attack and reduce it to 2x6 to again adjust the hit location further to 2 or 6.

The Maul deals Shock/Killing +2.  Assuming he kept his 2x8 set unchanged, he would deal 6 Shock and 6 Killing (half of 8 is 4 so 4+2 Shock and 4+2 Killing).  That is a hard damned blow to walk away from...

There shouldn't be many higher than 2 or 3, no.

Normally (by base ORE) we'd next use height to determine initiative.  However, I want more hitting and more blocking, so I'm having similar widths be effectively simultaneous (your block height still needs to be high enough though).

As part of this, many weapons and traits/hindrances will affect initiative directly.  Martial Arts, for example, can choose an initiative mod.  The Slow hindrance reduces your initiative, many weapons give a positive or negative modifier as well.

Is using an improvised weapon considered Melee or Brawl? Like, a shattered bottle, a barstool, etc?

Basically I'm wondering how weapon specialization works, if at all. A guy who's great with a longsword might be terrible with a sabre IRL, but is that distinction present here?

Most improvised weapons will be melee, but in some circumstances I could be convinced otherwise.  Brass knuckles, for example, I think is just Brawl in Godlike.

There is not that level of specificity, no.  Martial Arts captures some of it, because the assumption there is you've practiced with many weapon types, hence the benefits.

From a practical standpoint, I think that if someone in real life actually trains with a longsword, they'll be better at sabre than someone who hasn't trained in either.  Much of martial arts training is about mindset, reactions, timing, kinematics, biology and principles that apply to many weapons.
