You'd guess a large sack of flour or the like to weigh around 100 pounds, so yes.

Easily moved by a person, but not quickly and not by the wind.

The sack is tied at the top, or else the flour would get out and bugs would get in.

The sack is really just there to make sure nobody can open the door quickly, it doesn't stop you from opening the door.

That's what the guards are for.

It's only there because the door doesn't lock from the outside.  Ciryl could shove the door open and get out himself if he were allowed to, the sack just means it would take him enough time to do so that the guards could stop him and that he can't slam one of them with the door.
