The LRT Station.
As you would expect when there's a game on, the station is packed with people. Some milling about. There's a street performer playing a flute at an insanely high pace.

The pickpocket never really stood a chance-- Xavier didn't need to turn his head to see the reaching hand, or to stab his hand down to grab their wrist in a rather strong grip.

All-Out Grab 5.  A 19 will probably work on just some random person who's not expecting it, right?
