Library: Asheroth Public Library
Valarez was home to several libraries, but the most useful was often Asheroth Library.  It was named for a hero of Senectus in a time before the war.

For most citizens the library was north across the unnamed bridge which the citizens of Valarez affectionately call Commons Bridge.  It gained this name due to the separation between the nobles homes in the North Third and most commoners places of residence in the South Third.  As you cross the bridge the view of clear clean water running through the city as the rivers join at the center can easily be seen.  Several mills and foundries border the river on the North Side, but even these seem to keep waste into the water at a bare minimum.  Castle Senectus is off to your left, surrounded by tall stone walls.

After you cross Commons Bridge into the North Third you pass the Mercurial Dragon Temple.  The temple is a marvel of architecture.  The metal is expertly bent in a way to mimic an actual living creature with pillars and walls built up around the dragon.  If you believed the stories of the priests it may even be possible this was a dragon long ago.
Eventually you reach the art district where Asheroth Library is located.  Many shops of finely made paintings and sculptures line the streets.  There are also street performers and artists littering the road honing their crafts.  Near the center of the district where two main roads intersect is Asheroth Library.

The library itself is not spectacular in any way, aside from being larger than most other buildings.  However, outside the building are dozens of murals on the walls and sculptures of numerous materials.  One just outside the steps to enter is a large bronze statue of a half-dragon.  He holds a large spear in one hand and a horn in the other.  The inscription below reads:

Asheroth, warrior and storyteller of Senectan legend, hero of the children.

As always when she visits these hallowed halls, Tanda maintains a solemn demeanor, completely at odds with her normally chipper self. For once, she shows no interest in the architecture, the statuary, or the artwork. Instead, she heads for the volumes she knows that deal with flora and fauna. This day, however, she seeks out the marine section of the vast collection.

Spending several hours, and taking copious notes, Tanda gets some precise information about the hippocampus. She consults the texts to learn the optimum conditions for hatching and raising them, if such information is available. Or intuits the information based on their ecology.

An elderly, even by elven standards, elven man looks down his long nose at several patrons entering the library.  As they all seem to not need his help he breathes out heavily in annoyance.  He points to a new sign next to the desk before going back to his own book, not even sure those entering even saw him.

Although able to survive out of the water for short periods, they will suffocate if out for more than a few minutes.  They tend to live in shallow waters and eat seaweed and kelp.

Hippocampus have been trained as aquatic mounts in the past and are similar to horses in both function and difficulty of training.  They are even referred to as sea horses in some texts.  Varient species do exist such as deep sea and polar.

After a few hours of research Drucilla and Marta come back together at a table and compare notes.  A permanent solution seems to be an anchoring spell, but this is also an expensive option and not likely to interest the client.  There are texts that describe potions for short term results.  The spellcasters converse and decide a 24 hour solution would cost them 20gp in materials provided they have them back at the shop.  (ethereal rat hair, ectoplasm, and soil from a recently tilled field)

Stepping into the Library, Aeos looks for Librarian or assistant, to ask for assistance.

The elderly elven librarian at the front desk looks down his nose at you over a pair of reading glasses.  He seems old even by elven standards, and from his tone crotchety as well.  "This is a library, we have extensive reference materials.  You need to be more specific young man."

The elf huffs and groans as he slowly climbs out of his chair.  "Yes, yes.  Follow me."  He slowly makes his way to the historical section of the library on the second floor.  As if he has the entire library memorized the elf takes Aeos to the exact spot he requested.  An entire shelf is filled with books on historical naval battle, famous ships and fleets, and even infamous captains.
