Okay, if you don't want to do it I will. Meet William(Billy). I have left him fairly generic so as to better fit into your game, but for the moment he is a Mekhet Neonate who was hanging around doing the voyeur thing until Julio drew his attention.

William watched the pair, trying to decide on his best course of action. From the way the guy had gone through those gangbangers he was good, no question of that. A boon from him might just be exactly what he needed to fend off Florence's play for his turf. On the other hand the guy was also obviously seriously green. He didn't even seem to know what a gun was, or even a flick-knife for that matter. Not all bad, it made it likely that he was in fact a recently awakened Elder who might do him a favor or two in exchange for showing him the ropes. Still, there were real problems.

Guy didn't speak English for a start, and the girl translating was no ghoul. Complicity in a Masquerade breach William didn't need. Guy spoke Latin, he knew that much from Catholic church, but since he didn't that didn't help. Billy thought about it, following as the two as they walked down the block. He could probably rely on the guys co-operation, but it was going to be difficult without a common language. Also, the guy was kind of ultra-violent, he didn't want his head chopped off.

An idea came to him, and he nodded satisfaction to himself and rushed up to them, hoping like hell his Beast didn't decide to cause problems.
"Mr Kindred! Please be Mr Kindred. William, from Lowenthal, Hurst and Tannenbaum. Mr Prince sent me to meet you. I apologise for not meeting you at the airport, I got stuck in traffic and then when I got there you had already left so I followed your phone."
The girl blinked surprise at him, then turned to the guy and let loose with a string of Latin that (hopefully) translated what he had said. Bill watched carefully, but the guy nodded, taking his hand off his sword hilt and talking to the girl some more.

Julio tensed a moment, looked like the locals had found him rather than the other way round. Still, he seemed friendly (even apologetic) from the tone of voice and the First Law was the First Law. 'Kindred' and 'Prince' were familiar to him from his dreams (and the new arrivals lack of a heartbeat telling) and Alice's translation clarified things further. Best to play along. Arranging to meet Alice once again the next night at the second glass after sunset at the Fugger shop with the promise of further payment, he savored her parting smile then turned to Billy, waving one hand in a 'lead on' gesture.

And we are off to meet the Prince. Hopefully there is someone in the court who can speak Latin/Prince has Auspex/Google translate. If not, well Julio may now buy Language(American). Torpor prepares one for the new world and all that. I would rather save that for when he gets actual lessons, but it is not worth clogging up the game.
Julio replaces 'meet his own kind' with 'gain the sanction of the Prince'. Up to you if he gets turf that happens to include the problem, or if solving the problem is the price of sanction or if Billy's problem includes it or whatever.

Julio sat back, trying not to show his sheer terror at going faster than a galloping horse.

It goes for a while then he's taken into a dull building a man in a suit And a woman wearing a skirt suit are there he talks to her she blinks and says "Who are you what are you doing in this city?"

Julio eased into the magic carriage when Billy opened the door for him, pleased to get the chance to see inside one of the things. It was plush with cushion and carpeting, with two separate high seats in the front and a bench seat at the back. There was no sign of the miniature horses that he had been halfway expecting though. Form follows function after all, the Law of Similarity. Perhaps they were concealed up front?

Billy did something arcane, and the carriage woke with a snarl that vibrated through the entire carriage! Julio's Beast rose in his defense, then subsided querulously whan it found nothing to challenge. Okaaay. The carriages were powered by demons, and those demons were not happy at their servitude. These people were insane! Surely miniature horses would be a far better way to do it? That his Beast couldn't even find the demon did little to ease his mind, but Billy showed no fear at all and Julio would be dammned if he would be weaker. The snarl rose as the carriage eased its way out into the street and Julio gripped his legs, ready to sell his unlife dearly if the demon managed to break free.

Shortly thereafter he found better reason for pants-wetting terror however, their speed. They must be doing thirty miles an hour, faster than a galloping horse! At that speed the fall would crush flesh and break bones! To make things worse the Kindred, William was his name, was trying to talk to him instead of paying what Julio felt was the proper degree of attention to the tons of metal hurtling around every which way to their certain doom!

Fortunately his unlife did not actually lend itself to pants-wetting, but it was a very relieved Julio who looked around once they finally stopped, taking in the domicile of his new Lord and Master.

Julio was not impressed. The building was tall, true, but so were all the buildings around it. Where was the show of wealth and power to terrify rivals into submission? As it was it spoke of hiding, of blending in. A dull building. The man himself was no better, a dull man in one of the dull suits of the modern age. Would it kill them to use a little embroidery? Seamstresses were cheap after all. It seemed to him that the people of this age were so surrounded by wonders in their life that they forgot to apply those wonders to themselves. Even his speech was dull, a blunt demand with no concession to courtesy, A dull man of dull words in a dull suit in a dull building. Very disappointing.

Still, no reason to be rude himself. Doffing his helmet, he shook out his hair then made a court bow. "You are the Princeps?" He waited for the nod, then moved on. "Allow me to make myself known to you. I am Julio, surnamed the Wary, childe of Cicero, of Clan Daeva, formerly Captain of Horse to His Most Holy Majesty Alphonse III." Julio paused, judging the Prince's reaction. He was a bit rusty, but it was a decent speech and mentioning his former employment made a nice balance of promise and threat. "Having this very night awakened from the Long Sleep, I make haste to present myself before you as required by Demesne, and ask your leave to dwell in your city for a time."

Should I be opening Gates?
Is this his Haven? Not even a bodyguard?
Or is it Elysium? If so, who else is present at Court?

(Its neither a haven nor elysium just an abandoned building they could see a potentialy dangerous elder in, with little fuss if they decided to destroy him)

Prince seem's to consider for a bit then talks to her and she say's "You need to work on acquiring english only then can you assimilate into modern society, what was your preferred means of feeding back in the day?"

Julio bowed. "I have made arrangements to do so. As to feeding, my blood has thinned enough that I believe I shall simply find a farm, or prey on criminals if that proves unworkable."

nods "If you poach, I wont protect you from the consequences, but I wont seek out such a transgression either"

Julio nodded in return. "I will avoid claimed territory without reason. Do I then have your sanction?"

"Before I say yes, I must ask what are your plans short and long term?"

The question earned him a shrug. "I haven't really been awake long enough to develop any such. Hmm, I suppose a decent place to stay, good harness, learning this new age, making allies, the usual."

glances at him

"then I grant my leave... do note that if you violate the masquerade you will die so try to keep at a remove for now"

Julio wasn't sure what the Prince was talking about, what was this Mask thing?, but he was willing to let it pass for now. Something to ask Billy perhaps. For the moment he nodded, and took his leave.

Where to now? Billy's favor? A visit to the Nosferatu to learn the territories? More with his Touchstone? Learning that cars are in fact not demon-powered?

(Note he might ask that especialy with the "If you do this you die" thing.)

Julio looked over at Billy as he drove him back, parsing carefully the words given to him in his dreams by the tips that the girl had given him. "What be Masquerade?"

He pauses

"It's one of the traditions it reflects the fact that our reflection and photographs of us tend to be blurred It also means absoolutely no disclosure of our existence to mundanes"

Julio wasn't entirely sure that he liked what he was hearing, it smacked of the hiding that the Princes interview had shown to him, but it took a very fool to ignore his scouts report. His first thought on seeing these marvels had been caution, who was he to deny those who lived them? He would go along. For now.

Nodding to himself he told Billy "Understand" and moved on to the next item on his list. "How you feed? You personal".

That wasn't really an answer to his question, but it did deserve an answer and Julio gave Billy a court smile, fangs carefully hidden. "Man who sneer at animal blood have never been forced into earth for lack." He had other questions, but the one on his mind was a fairly trivial one. "What this?" he asked holding up Billy's cell phone. He had seen other with these tablets, indeed nearly everyone seemed to have one, but the lack of a common language had restricted his curiosity.
"Yeah, that's right, we should get you a phone. It it normal these days to have one, you will stand out if you don't."

Billy pulled up next to a shop, and a short while later Julio had a magical tablet of his own. "They are very useful. You can talk to people who are far away, let me get your number..." Billy did something to his phone, swiped a finger on Julio's when it startled him with a burst of music, then pushed it up to Julio's ear and walked away, talking. "So, can you hear me?" Billy's voice was coming out of the tablet! "I can" Julio cautiously replied into his own tablet, taking Billy's nod for success. Billy walked back, smiling at Julio's obvious wonder. "You can watch videos and mpegs..." the tablet shifted with a prod of his finger to showing a view of one of the pagan Gods, Venus, in her aspect as 'Beyonce'. Not an aspect that he was familiar with, but he was no expert in the pagan gods. "... browse the Internet, um think of that as a huge library, or play games with it. This one is prepaid, so you don't have to worry about bills for the moment, but you normally pay them once a month."

Julio smiled. "You will teach me these things, yes? An excellent boon. We may now discuss your problem." He was fairly sure the Neonate had one, nobody was this helpful without wanting something.
Billy shifted uncomfortably, put on the spot, then came out with it. "There is this Ancilla, Jenny. She is pushing into my territory, and she is very good with her gun. But I saw you fight, you are better than her."
Julio nodded. "And you wish my support in this dispute, yes? Well, that is something I know well. If risk hide then still owe me one, but this I know and know well. Is fight, or before the Prince?"
"No, it will be a fight, the Prince figures if you can't defend your turf then you don't deserve it."
"Very well. Dawn is not far off. For the moment you will show me how to use this thing" he waved the phone in illustration "and then tomorrow night we will confront this Jenny."
"Wait, you want me to come along?"
Julio shook his head at the nervous Mekhet. Shadows! They always wanted the indirect path. "I will not support someone who will not support me. You come along. You fight even."
"Um, okay. but I am not very good in a fight. I mean, I can punch her maybe..."
"That not matter. You scout, you guide, you fight as may. That what count."
"Okay."

"Good. Now show me this Internet thing..."

Unless you disagree, Julio gains Computer 1 (letting him use cell phones and the Internet), and sleeps for the day. I will take up the story again the next night. We good?

Julio browsed through the Fugger shop, more certain now of what he wanted. That 'Internet' seemed to consist mostly of the type of naughty volumes that cost double from scribes (since one had to pay for their silence as well as the copying), but once one got over there was some useful information in it too. Firstly, there were things called 'hunters vests' which mitigated thunderthrowers, and he had seen what he thought was one here. Secondly, few these days wore harness on a routine basis, it behooved him to gain a 'trenchcoat or 'overcoat' to null this problem. Third, orange overalls were used only for heavy labor, a different outfit would draw less attention. He couldn't after all rely on the gifts of the Blood all the time. Besides, clothing was cheap these days, he could easily afford two or even three outfits. One to wear, one to wash and one for church, these people just didn't know how good they had it.

Easily finding what he needed, he carried it over to the crone. They didn't haggle here, but the price was little enough, even for his purse. Done, he asked for the 'bathroom'. The crone gave him a severe look then relented, mentioning his purchases. She even gave him a small bar of soap, only cautioning him not to use all the hot water. Julio, not having expected the luxury of hot water, cheerfully agreed, and it was a far more presentable Julio who returned the key and headed out to meet Alice. Hose (tights), the vest with a lace ruffled shirt over it, harness (armor), and trenchcoat. The vest even made a fair arming doublet. Hellfire, he looked like a noble. Or at least a burgher. The man who had slipped in after him (it seemed the gangrels [medieval gangrel i.e. hobo, not Clan Gangrel] made use of it where they might) had contributed example on the use of the 'taps' as well as a useful phrase 'so, you one'na them SCA types?', well worth the company. The SCA, when he looked it up, proved to be a group who dressed properly and practiced melee, making them a useful group for him to pretend membership in.

It wasn't long before he saw her coming along the walk to him, greeting him with a cheerful 'Hail!'.

(Yes, he still looks odd. He is at least 500 years behind fashion here, but give him credit for trying please.
This is stacking armor, but since the vest has the 'concealed' tag, no additional penalty. AV is now 3/3* Penalty 1.
