Detroit was once a center of industry, home to several major car manufactures whose plants belched out smoke and smog twenty-four seven and employed most of the populace; now however, the only reminders of the long ago days of glory are abandoned buildings suffering from decay and marked by the gritty, caked on pollution of the past.
Due to rampant embezzling on the part of not only a past mayor but his entire staff, the roads which once hummed with the latest craze in vehicles are now cracked and pitted, lined with streetlights which are mostly broken but might rarely proved a sickly, weak flicker.
To date, the Wave has not attacked the city, nor has the ITSDA made any attempt to aid it; there is simply nothing left worthwhile to steal or protect. The closest thing to hospitals are sparsely spaced free clinics filled with outdated equipment, a handful of police stations are manned only by skeleton crews, and so many schools have been shut down that over half the current population is illiterate.
Gangs roam the streets day and night, lawful citizens arm themselves and huddle together like pack animals, and anyone who can afford to get out of this accursed place, the Black Sheep in America's flock, has long ago done so.
