Department for War

All military units, facilities and equipment available for construction with your current level of technology will appear below. Anything marked as 'prototype' may have a variable behaviour in the field, otherwise these should be considered solid blueprints

Snapshot - 40 NS (Turn 12):
  • Chain of Command - All Federation troops come under the orders of the President and beneath him or her the Council, who set their overall dispensation. Beneath the Council sit the District and then Divisional commanders. Any troops raised at a Polity level sit outside this chain of command those the line is often blurred, especially in the Nezem States
  • Combat Readiness - With recent threats no more serious than bandits it is possible that some Divisions have reduced readiness, but with no centralised command structure it is difficult to measure
  • Biological and Chemical Warfare - All Federation units are equipped with ABC kit
  • Axioms of War and White Cross - All Federation and Polity units are bound by these treaties
  • Veterans - At present most of the veteran community comes from garrison troops and bandit hunters, or those police officers who were deputised to handle the increasing violence of the Focht Cartels

Opportunities:
  • Satyata-Seihai Threat - Detailed in the Satyata-Seihai Conflict thread
  • Private Militias - Citizens are concerned at the rise of militias, including the private armies and forces of non-territorial polities, which calls for limits to be placed upon them. Reports to the Council suggest that the Stellar Imperium is investing heavily in private militia in a number of territories, together with their own investments in raising further divisions. Banned within Hishu and Sai Kung territories
  • Bandits - Limited efforts have been made to clear the Nezem Badlands, Gama de Acero or Western Badlands from bandits, though the efficacy in the Nezem Badlands has been reduced since a full Fisabee Mechanised Infantry Division was assigned to the area. Rumours of ex-Cartel members ruling mini-fiefdoms outside Federation borders surface every now and again
  • Battlefield Cleanup - Significant numbers of battlefield cleanup volunteers subsequently volunteer with the VAA or VASP, serving at Veteran's Halls - or seeking help their from their own kind of post-traumatic stress

You may at any time redeploy one or more units to a new mission or base for a cost of 25 million (if the assignment is a background one, or treat as a normal budget line otherwise)

  • Carapace Armour - Provide a +50% bonus to Defence and +25% bonus to Survive traits for a +50% cost plus 1 Comorite and 1 Comorude
  • Chemical Stims and Retroviral Stims - Provide a variable bonus to Assault trait for a +5% cost and chance of reduction on the Survival trait
  • Fletchette Weapons - Provide a +25% bonus to Assault trait for a +15% cost
  • Microexplosive Munitions - Provide a +10% bonus to Assault trait for a +5% cost
  • Smart Ballistics - Provide a +10% bonus to Assault trait for a +10% cost
  • Missiles - Provides +50% to Assault for fightercraft, or capacity to equip cruise missiles for bombers or naval elements, for +25% cost. Deploying three wings of missile-equipped fightercraft provides a further +15% because of co-ordinating missile systems

You receive a +12 to two paramilitary or counter-intelligence projects each turn, so long as they are neither research nor construction related. From time to time the Martial Branch may produce novel tactics or strategies
    • Federal Service - Paramilitary Reservists - With the strong response to voluntary service and basic combat training, the establishment of regional training cadres and caches is a clear next step and one that is well-received. Reservist units spring up in every major military district. Reservist Divisions will appear over the coming turns, based on population centres. You receive a bonus to resist occupation or infiltration
    • Joint Operational Services Command, or JOSC in Fort Mkobe - Provides a +6 to Strategic and Tactical decisions during military operations on Comorian and reduces the risk of friendly fire

    Federal Forces - The Sa'ka Legion

    Formed from the structure, tenets and fighters of the Nezem Jeshi Kigeni, the Sa'ka Legion has evolved to become the primary standing force of the Federation - with only a small force retaining the historic title and allegiance specifically to the Nezem States. Today it is commanded by Legion General Imani Babatunde (OF-10), previously second-in-command to General Kumbe, and headquartered at Fort Mkombe. All forces are presently assigned to Comorian CBDU, known more informally as JSOC Comoria

    After the chaos of the Exodus landings and the founding of Mkobe, the Nezem Jeshi Kigeni from which the Sa'ka Legion sprang formed from assets loyal to the Nejem Family, expanding as the nation state incorporated many different polities within its borders. In this manner the Nezem Jeshi Kigeni was initially comprised of formations of independent military units - commanded by Nezem officers - and has evolved into a mixed multi-ethnic combined arms formation.

    All of the Border Security Brigades come under the purview of the Federal Border Policing Command and hence are not considered part of the Sa'ka Legion

Your screening has marked Captain Ella Xu, a long-standing ATC security consultant with extensive breadth of experience, as a high potential soldiers within her unit . It had also flagged Specialist Samuel Kwok, however he was involved in a training accident shortly prior to completion of Eastmount Hell Week that left him in a vegetative state. You should see the specific qualities of these officers emerge within ~3-5 budget cycles, though they will be in effect immediately. Carefully Raising and Raising with Screening are options where units are Raised and should not have been a separate budget line. Re-rolled both

    You successfully raise these new Battalions, expanding the Athena Parthenos - however issues with training schedules, equipment refresh cycles and software obsolescence extends their readiness timeline. Results from the Black Chrysanth screening on these units is inconclusive and ATC officers regard the unit as both Green and troublesome, containing more than their fair share of mavericks and rebels. They are deployed them to each of the Omniports as planned to complete their training You may see screened officers emerge from these units, within ~4-6 turns, though they may be flawed rather than elite. You should consider them Green, not Veteran


    Turn 22:
    - 2100 m - (80 = 38+42 <= 21-3+24) - Transfer in of Sa'ka Legion
    Gutting the Scarab Mechanised Corps of the Legion's Field Army No. 2, the reformed Athena Phoenix Defence Corps becomes the veteran backbone of the ATC military and through them the Coastal District Garrison; whilst they are transformative in turning it from a specialist cadre to a fully-fledged force, they struggle with the shift from a mechanised corps to a coastal and marine one. Excess funds received by the Sa'ka Legion provide it with a Sovereign Wealth Fund for veterans and those invalided out of service, called the Athena's Mercy Fund. Morale+, Unity+++
