Factions


Power groups, mostly overt in form and function, within and around Balefyre. Rumors of various secret societies, small and large, beneficent and maleficent, abound. The following is a list of groups known to exist.

Fire Council


Balefyre's municipal government consists of one elected representative from each of the city's four wards, and the Lord Mayor, chosen by Balefyre's full electorate.

Current sitting members:

The Lord Mayor, Vernar Vander.

Representing the Harbor Ward,

Representing the Sea Ward,

Representing the Gate Ward, Muzz Breakwater.

Representing the River Ward, Pudo the Elder.

The Fire Watch


Balefyre's professional security and police force with an authorized strength of 200 spears. It's leader is appointed by the Lord Mayor with the approval of a simple majority of the Fire Council, but may only be removed from office by a unanimous decision.

In times of war, the Fire Watch is supplemented with militia drawn from the citizenry.

Its current strength in the city is approximately 25 spears. Commandant Kara Overmark is the current leader of the Fire Watch.

The Unions


Fishermen's Alliance
Balefyre's oldest, most venerable guild. The city relies on its fishing fleet for most of its sustenance. Not only does it provide Balefyre's staple foodstuff, the byproducts of its catches are used as much-needed fertilizer by the farms outside the city. Its current president is Muzz Breakwater.



Merchant's League
The city's wealthiest and most influential guild. Arguably a cartel of various old-money middlemen; the closest thing to an aristocracy in Balefyre. It's current chairman is Vernar Vander.



Diggers' Union
Name for the labor organization of miners that Berold Deepdelver is trying to create. If Balefyre is to control Yonder's Hole, the settlement's "mayor" wants direct representation for it on the Fire Council.

The Gangs


All of the Balefyre's street gangs operate by the leave of the city crime boss, Toesplitter. Any individuals or groups that attempt to break away from his control are mercilessly crushed.

Drowned Rats
A street gang of mostly teenaged pickpockets and cutpurses that frequently uses Balefyre's labyrinthine sewer system to avoid apprehension. A young footpad called Shim has been acting as the Five's liaison with the gang.



The Waterbearers
A small gang of street-toughs, led by a young rogue named Sanja, and subcontracted by Toesplitter to run his organization's protection rackets in the River Ward.



Ropewalkers
Toesplitter's original gang. Nearly a decade ago, they wrested control of the Harbor Ward from the Landsharks, either eliminating several of its key members and absorbing most of the survivors. The Ropewalkers provided the cadre around which the rest of Toesplitter's criminal organization is formed. Most of his inner circle consists of the Ropewalkers' original members.

Arms of the Kraken


A rumored secret society based in Balefyre, whose mysterious membership and intentions are subject to much fruitless speculation. Many long-time residents are convinced that the Arms of the Kraken organization exists, and has for as long as Balefyre itself, but no one can say much about it.

Brotherhood of Pirates


A loose confederation of buccaneers and freebooters, many of whom used to call on Balefyre to dispose of their ill-gotten gains and enjoy the city's various entertainments. Since platinum was discovered in the badlands north of Balefyre, however, most of the Brotherhood has taken to raiding the city's sea-going commerce. The Brotherhood has recently been weakened by the of notable pirate captain, Forkbeard, and capture of the promising young corsair, Sylky Styg, both at the hands of the Five. Recently, however, Sylky Styg has escaped, also thanks to the Four.

Bloodforged


A notorious mercenary company operating out of Freeport. Known by their red-lacquered armor, the Bloodforged are currently led by Zardis Kreyg, the charismatic scion of an exiled Tokari noble house. They were recently expelled from Balefyre, thanks largely to the actions of the Four.

House Dzex


A Drow faction, according to Amaldaris Cenovir, operating deep under Yonder's Hole, far from its home territory. Apparently, these Drow are seeking a powerful artifact they call "The Dark Heart". It is possible that this is somehow related to "The Weapon" and/or "The Sleeper" created by the ancient Forgotten Ones. By Amaldaris' estimation, the adventurers have eliminated about half of a House Dzex war company.
