We're going to assume at this point that Johnny is yet another "issue" for the Library to deal with. He is new to New York, having been drawn here because of the city's enormous and very anarchic "Indie" music community- there are plenty of clubs where you don't need any official documentation to play. Anyone can play. If you are good you can even get paid, in cash.
Being lured by the lights and excitement of the city, but being stuck with no home, no steady income, and no official identity in a world that demands it constantly, this is a common problem for Fey in New York. Most of them learn, though, seek out the Morgan Library. They'll help set you up, or connect you with someone who can.
And so, Johnny has been directed to the Morgan Library.
The club and music world and the Fey world in NYC have much in common and overlap.
