Perhaps we could add a third category of membership to the order that has fewer rights and responsibilities. We could just designate it as Member of the Order and give them the right to recruit a limited number of troops, perhaps one or two units, and settle a small amount of land. Perhaps a single village or a hamlet? The responsibilities would be to obey the law, support the Chapter and deploy their troops with the army as required?"
