Henry, in his role of Governor, will happily defer the allocation (and use it to help develop the general infrastructure)  if you don't find somewhere more suitable to lend it.

That would be perfectly acceptable as well, so that it does not just sit there unused this turn.

You can also develop in another town. There are multiple fuzzy threads. And I suppose we can continue in the fuzzy threads after we all leave for some crazy adventure too :)

Ringbridge is still open for investment -   and you we can continue some development convesation after  everyone goes out adventuring.

But The governor will happily defer Safiya's award and use it to help build a road (or perhaps a farm)

Adoven has a use for that bp, along with Percy's. Between them, I can build a Shallop this turn and have my Town base THIS turn. The extra bp generated can pay back Safiya with interest.

We don't have enough civic options to keep things balanced. Can we hire an army to keep everyone in line and hand out free drugs to keep them happy?

Well I'm wanting a gambling den and whore house, so that's an option if drugs won't cut it ;)

Will being unbalanced kill civilization for one round? Only asking the question... it is still the call that the council needs to make.

Being unbalanced allows the DM to roll on the "bad things happen" table.

And that's exactly what we wanted... adventure! OMG don't become a boring politician. If you do that, I get myself appointed an independent investigator ;) and root out the bad politicians that received for gave out kickbacks!

So you get a shop this round rather than after the next adventure. DM rolls. A hurricane hits. Adoven loses a ship. Might be a problem.
