Well, there are a number of options. I'm just throwing around ideas here, so take whatever works.
You could have the characters reclaim a lost/forgotten freehold. The Resurgence reignited some old balefires, but the Second Coming also did. Depending on when you set the story, it's entirely feasible that an old deserted bar or house has been discovered with a burning balefire, and that the characters are helping nurture it back to health. Alternatively, the PCs could even be people with competing claims over the same freehold, and they settle on the idea of all living there until the issue is sorted (would fit your political focus).
The characters might be invited to join a cooperative freehold. Everyone can claim sanctuary if they pitch in.
It might also be that they're all in the household of the local count, vying for power, shored up against the angry commoners outside. (See 'Accordance: A Social History' for ideas, here:

Ideas for freeholds:
-a treehouse that spirals into the clouds, the branches becoming their own towers
-an underwater upside-down house that rises (descends?) on stilts from the water in a mirror realm
-a disused railway arch
-the house of a famous artist--it's surreal topography reflective of the artist's unusual style
-a riverboat
-a travelling circus, with the tent unfolding to reveal a vast interior world, and the main coach having a Tardis effect
-a disused train car
-a deserted school gymnasium
-an enchanted meadow, where the trees, flowers and mushrooms become buildings
-a disused, turn-of-the-(20th)-century cinema
-a theatre
-a shopping centre/mall
-an unfinished housing project abandoned during the financial crash
