 I’d say they’re both two die stunts. Is there a rule that you can reduce damage with a stunt?

No. There isn't a rule about reducing damage with a stunt.

Normally all out attack is a full action that gives you one accurate attack at the cost of not being able to use reactions.
But this is ok. Might neet to note down how we changed all out attack

The feat is ok. But bonuses like that usually have a penalty associated with using them. Such as can only use it once per scene ot take a level of fatigue after the effect wears off
