there is free form and then there is a free for all.
I mean some of the play style, ST. the level of liberty given to the players.
things like minor control over npc's to allow better flow for the game is something more akin to free play... very minor... like the shop keeper's general propensity towards you or there acceptance of your pay.
fabricating details like supplies, or that there is a shopkeeper, or entire npc's without coordination with the story teller is a free for all.
suddenly, the farmer player who wants to make mead cant now because you decided that you are the first to introduce honey to the clan... and thus are the sole source.
suddenly, there are no guns because you are the sole blackpower maker and you came because you knew such details... suddenly... we have 5 shop keepers all with contradicting supplies and demands because each pc wants to fabricate a favorable market for themselves.
a free for all easily becomes a mess... there should only be one story forger and the players should make there place in that one story... having multiple story tellers come to a table can be fun but it is rarely anything but convoluted unless everyone is use to it and familiar with each other.
