IC - Timeline
Council Chambers, Caldwell - April, 2998 AD

Lenkmarr Times:
Issuing a formal statement for the first time since the start of rioting in Caldwell, Protector Riva's office confirmed the special appointment of a privy council to handle the widening gap on worker output and burgeoning discontent. Acknowledging the prominence of those who made up the council, his office added that this move should not be taken as dillution of the Rynkeby Extraction Authority's duties or responsibilities - nor their will to enforce them. No one was available for further comment at time of printing

Population Growth: Stable, ~1-2%
Economic Situation: Pressured
Morale: Pressured
Unity: Discontent with Subsiduary

Aptitudes (Peacetime):

[6, <45%] Construction and Engineering
[8, <40%] Research and Development
[4, <40%] Economy and Trade
[5, <25%] Diplomacy
[8, <30%] Espionage and Counter-Intelligence
[4, <20%] Stellar Warfare
[7, <15%] Planetary Warfare

Available Assets:

Recurring Trade Production
+   54 m
- Rynkeby Baseline (Council budget x 5%)
+  150 m
- Processed Goods from Lenkmarr Manufactory:
+   70 m
- Refined Ores from Maw Refinery:
-  300 m
- Due Collection by Torcuil Corporation

Available Budget:

+ 1080 m
- Rynkeby (population 40,000,000; economy x 0.9; morale x 0.9)
= 1080 million credits

Promissory Notes:
=    0 million credits

Polity Budgets:

All polities start with the Baseline Default budget
=   54 million credits
- Council budget x 5%

Events:
  1. Discontent! Riots and protests in central Caldwell, Lenkmarr and across Khasgar and Nelakhorim as workers come under continued pressure to meet Torcuil imposed trade quotas with aging equipment and historic under-investment by the Extraction Authority. Response recommended
  2. (18) - Rumblings concerning shoddy maintenance on colonial equipment and poor quality or replacements circulate through the press, though the stories play second fiddle to the rioting. You receive a one-time -5 to a random Construction and Engineering project next turn
  3. (109) - Responding to the Council's appointment, and with the hope of a change in attitude and perhaps policy, Dr Zoran Baako comes forward to offer their services in work negotiation. He provides a +6 bonus to a single Economy and Trade, Construction and Engineering or Diplomacy project each turn. It must relate to trade quotes or worker rights, though you have leeway in how broadly you interpret that

Turn 1
Council Chambers, Caldwell - April, 2998 AD

Caldwell Post:
Four further strikes have been called in Caldwell seaport in the running up to lumber harvesting season in Nyborg, our reporter Esben Peters confirmed, marking an escalation from the fifteen strikes and walk-outs in the prior fifty days. How much of this will the Protector permit before he calls in the REAEA once more?

Progress Report

[6, <45%] Construction & Engineering
-  200 m - (108 = 95+13 <= 18-5) -
Increased Maintenance on Key Facilities
You establish two small maintenance workshops as annexes to the Lenkmarr Manufactory and Maw Refinery, though the facility at Lenkmarr struggles initially to find staff. At the Maw it recruits from the local mining community, taking on those invalided out of service within the mine itself. Reduced chance of wear and tear, Morale++

=  200 m, 19%

[8, <40%] Research and Development

-   25 m - ( 42 = 18+24) -
Feasibility Study: Retro-Engineering the Lenkmarr Manufactory
Your team believe that replicating the manufactory will pose significant challenges, both technically and in terms of infringement of intellectual property of the Torcuil Corporation, and cannot provide a roadmap for the work required. You may attempt to reverse engineer the facility, but at a -3 and with a risk of interrupting the current processing; or at a -9

-   25 m - (173 =149+24) -
Feasibility Study: Retro-Engineering the Maw Refinery
In stark contrast, the crew chiefs at the Maw believe not only can it be reverse engineered, but improved upon in the process. They provide a thorough break-down of costs and milestones. Research topic unlocked, estimated cost is 200m for theoretical study or 300m for an improved prototype facility. You receive a +6 to the first turn, +9 if prototyping

-  250 m - (116 = 92+24) -
Pharmaceuticals, 65%
Your scientists make solid process understanding the basis behind modern pharmacology based on educational material retained from colonisation, focusing on practical application and onward training

-  100 m - (105 = 81+24) -
Location Analysis and Early Prototyping for New Mine
Early results from reassessing historical mineral scans offer three potential clusters of sites: northwest of Sakai, in the polar region, where their are indications of rare earths from the cerium group; between Zimont and Okeanos, which may have denser deposits of the heavier rare earths; or significantly more volumes of common metals to the west of the Vorgas enclave in New Nemedia, who appear to have refused their invitation to join the Council. Locations marked on the map, with a red square. You will need to focus further exploration per site

=  400 m, 37%

[4, <40%] Economy and Trade
-  200 m -
Transfer to Manos Holding to Establish Transportation Infrastructure for Ore Haulage

=  200 m, 19%

[5, <25%] Diplomacy
-  180 m - ( 45 = 24+21 <= 15+6) -
Public Relations Initiative to Quell Unrest with Dr Zoran Baako
Despite weeks and then months spent with the frontiersmen and colonists, the miners and the manufacturers, Dr Baako has frustratingly small success. Whether it is his lack of connections with the discontented, or the polite murmurings of support from the Council without a clear mandate, folk nod politely whilst he is with them and then continue to cause disruption with their protests once he has moved on. Morale-

=  180 m, 18%

[8, <30%] Espionage and Counter-Intelligence
-   50 m - ( 37 = 13+24) -
[Eyes Only!] Worker Leader Identification
Attempts to trace the leadership behind the rioting and protests is heavy-handed and unsubtle, stirring the growing resentment of workers. Morale--

-   50 m - ( 95 = 71+24) -
[Eyes Only!] Establish Intelligence Analysis Bureau
Operating from an unnumbered room close to the Council Chambers, the IAB attracts a handful of smart and motivated analysts willing to work under the Council's remit. They are confident in their ability to provide credible material to you, but will require a more significant investment of funds. You establish the IAB, unlocking more serious intelligence gathering operations. You may conduct one operation with a +3 each turn, for a maintenance cost of 20 million per cycle until it receives sufficient seed funding

=  100 m, 9%

[4, <20%] Stellar Warfare
=    0 m, 0%

[7, <15%] Planetary Warfare
=    0 m, 0%

Total Expenditure:
= 1080 m, 0%

Policies
  • Discontent! (71) Protests continue, rising in volume in Nelakhorim and Caldwell, but the investment into projects that have historically been under-funded combined with the presence of Extraction Authority troops in Lenkmarr and the Maw means the rioting bubbles rather than threatens to boil over. It is a simmering pot, however, rather than a crisis averted

Polity Progress

Exarchy of Enlightenment

-   20 m
- ( 63 = 36+27 <= 24+3) - [Eyes Only!] Exploratory Study of Lake Taitale Predators
Early attempts to capture and study the elusive predators that harass the Exarchs attempting to recover the RCV Ikarus suffer poorly: ambush-hunters, they are initially believed to be reptiles similar to a Terran or Pataliputran gharial, but when one is finally captured after several false starts and two deaths, it dies quickly in captivity. Your scientist theorise it may be an especially hardy form of fish, or a crocodilian, or something in between.

-   25 m
- (113 = 89+24) - [Buried Deep] [REDACTED]

-    9 m
- ( 92 = 77+15 <= 18-3) - Construct Promethian Temple Foundations
Your faithful work hard to understand the correct placement and site for the new temple on the shores of Lake Taitale , feeling confident that further work will be on a solid foundation

=   54 m, 100%

Frontiersmen
Local issues prevent Glyph Hardweather taking his seat on the Council and remain the focus of the Frontiersmen in Missoula

Jarad Dynasty
No budget submitted

Kaohmanuca
Rumour has it the Kaomanuca have invested in significant archival investigation and historic analysis

Manos Holdings, Inc

-   54 m
- (188 =167+21 <= 18+3) - Prototype a Geological Surveyor Rig
Construction of a simple prototype mobile rig suited to conducted offshore surveys for rare earths, metals and fossil fuels is accomplished quickly and efficiency. Blueprint unlocked

-  200 m - ( 89 = 77+12) -
Transportation Infrastructure for Ore Haulage
Leveraging their logistics and distribution network on behalf of the Council, Lister quickly establishes Manos Freight offices in Caldwell, Lenkmarr, Sakai, Nyborg and the Maw. Relying on commercial aircraft and tenders that he sub-contracts out, his executive team push perhaps a little hard and burn a few bridges in the process. Economy++

+  200 m -
Transfer from Council

=   54 m, 100%

Order of the Silver Phoenix

-   30 m
- ( 43 = 22+21) - Raise the 1st Legion, 60%
Recruitment is slow, with the conditioning typical in most perceptions of the military offputting to the more cerebral worldview of the members of the Order. You estimate it will take a further 20m next turn to complete selection and training of a full regiment

-   25 m
- ( 63 = 39+24) - Feasibility Study: Mental Conditioning
Your research team uncovers sufficient material to confirm that there is value in this field of study and provide a broad estimate of costs. Research unlocked, for between 200 and 300 m for basic conditioning techniques

=   55 m, 102%

Rynkeby Extraction Authority
Continuing to enforce quotas and production efficiencies in their settlements, the REA are required to raise two further regiments for peacekeeping

Events:
  1. (10) - Agents from the Rynkeby Extraction Authority are caught planting evidence in an attempt to frame a pro-separatist union leader in Nyborg; Protector Riva's office issues a statement claiming the men were acting outside of their authority. Unity--
  2. (14) - Flash flooding in Missoula occupy much of the resources of the Frontiersmen and long promised contributions to the Torcuil tithes fail to appear once more
  3. (3) - Across the mountains in Jydske, a Løjtnant from the 2nd Rynkeby Riflemen reports she has taken command of the unit, following a horrendous live-fire training accident that has effectively decapitated the unit. She was previously ninth in the chain of command. Her report confirmed the 2nd has suffered serious casualties in it's line infantry. You should consider the 2nd to be Impeded; they will recover within three cycles if At Rest, however this will result in reduced effectiveness of them as a garrison
  4. (139) - Exercises between the 3rd Riflemen and the 2nd REA Port Marines at Caldwell Tradeport bring to the Council's attention Major Ulf Gibb, who has a talent for urban defence. Whilst he remains with the 3rd Riflemen they receive a +6 to Defence in urban situations. You may choose to Detach him to military warfare R&D, where this bonus may be applied to research into defensive Strategies or Tactics
  5. [Eyes Only!] You receive a communique from the Kaohmanuca, who have been investigating the terms of the planetary colonisation and the socio-political infrastructure around it. They believe they have uncovered back-channels used by the Torcuil Corporation to monitor the health of the colony from within the system. You could use this for a number of purposes

Turn 2
Council Chambers, Caldwell - April, 2999 AD (estimated )

Coldwell Post:
Damage from the bomb outside REA HQ was minor and limited, with only a nightwatchmen injured. In a formal statement, Protector Riva said that those responsible for such acts will be quickly and mercilessly hunted down and tried for reckless endangerment of the colony, an act equivalent to treason

Progress Report

[6, <50%] Construction and Engineering
-  100 m -(47 = 29+18) - Increased Maintenance on Key Facilities
Attempts to expand the maintenance routines and workshop at other facilities is welcomed, but poorly handled as poor equipment choices and minor fraud hamper their implementation You may not further expand these for three budget cycles, Morale-

= 100m m
, 10%

[8, <20%] Research and Development
-  200 m -(103 = 73+30 <= 24+6) - Retro - Engineering the Maw Refinery, Theoretical Study , 100%
Careful process engineering and materials research provide clear insight into the workings of the facility.  Blueprint unlocked. You may construct further Refinery facilities for 240 million each, providing + to Economy and 80 million per budget cycle in Refined Ores with a suitable source or raw materials

-  100 m -(76 = 52+24) - Pharmaceuticals, 80%
Your scientists believe they have isolated a handful of candidate flora species that may provide harvestable - and more importantly, saleable - goods.

-   50 m -( 92 = 68+24) - Detailed Analysis of Rare Earth Site Between Zimont and Okeanos
Surveys establish a rich vein of ore in the high peaks between the two cities, though access to the site will prove complicated.  Site confirmed

-   34 m -( 88 = 64+24) - Detailed Analysis of Rare Earth Sites Near Sarkai
Your geologists cannot fully substantiate whether either of the sites contain cerium or whether it is simply traces in other less valuable ores. If they exist, they would prove extensive, but if not it would be a costly mistake.  Site unsubstantiated

= 384m m
, 39%

[4, <30%] Economy and Trade
-   50 m -( 91 = 79+12) - Extend Transportation Infrastructure for Ore Haulage, 100%
Expanding the reach of Manos Freight to Jydske and New Nemedia with more aircraft and a handful of seagoing tenders increases profitability, though the men involved on the longer hauls are a surly lot Economy+

-   70 m -( 80 = 68+12) - Worker Recruitment
Better working conditions and opportunities in the new industries being promoted by the Council, together with an injection of funding, mean that the major processing hubs are fully manned for a time Bonus of 15 million of Processed Goods produced this turn

= 120m m
, 12%

[5, <20%] Diplomacy
-  240 m -(111 = 90+21 <= 15+6) - Public Relations Initiative to Quell Unrest with Dr Zoran Baako
Stoically continuing his work, at times working beside the men and women of the refineries and the mines and factories, Dr Baako finally makes progress - persuading the mainstay of them to cease their rioting and strikes until only a hardcore remnant of troublemakers remained Morale+++, Unity++

[4, <20%] Stellar Warfare

= 0m m
, 0%

[7, <40%] Planetary Warfare
-   40 m -(101 = 80+21) - Raise 1 x Colonial Peacekeepers
You successfully raise the Regiment, mustered simply as the 7th Rynkeby Riflemen, and deploy them to Jydske

= 40m m
, 4%

Total Expenditure:
= 984m m
, 100%

Policies
  • Discontent! (15) With the rioters and strikers dealt with, the hardcore remnant turn to more direct intervention. They set off a car bomb outside the REA HQ in Caldwell. Protector Riva threatens martial law

Polity Progress

Exarchy of Enlightenment

-    5 m
- ( 96 = 69+27 <= 24+3) - [Eyes Only!] Exploratory Study of Lake Taitale Predators
Despite their continued elusive nature and the pressures of budget cuts, your scientists manage to collect a series of observations of these creatures which they name skællendulv after their pack hunting behaviour reminiscent of wolves.

-   35 m
- ( 65 = 35+30 <= 24+6) - [Buried Deep] [REDACTED]

-   10 m
- ( 99 = 84+15 <= 18-3) - Construct Promethian Temple Foundations
Finally siting the temple, work begins on the foundations and the walls rise quickly enough

Frontiersmen
With the settlement of Missoula taken over by the Iron Guard and newly renamed to Irongrad, the Frontiersmen cease to be a power of consequence

Iron Guard

-   15 m
- ( 70 = 46+24) - [Eyes Only!] Design for Weapons Manufactory, 10%
Your engineers, though experienced in construction, struggle with the broad remit and limited budget, making scant progress. Factories for small arms, larger calibre weapons suitable for the military and munitions known to them would be one thing, but a facility capable of producing tank or starship mounted weapons would require an entirely different setup

-   25 m
- ( 46 = 22+24) - [Eyes Only!] Feasibility Study: Weapons Innovation
Your scientists, primarily frontiersmen and settlers, can find examples of other weapons within colonial records but limited information on their production and maintenance - especially with the colony being a commercial rather than military venture in it's founding. Examples of different calibres and styles of weapons beyond the semi-automatic rifles used by existing colonial troops include: carbines, machines guns, SAWS and so on; together with more complicated fletchette weaponry, railguns, rockets, missiles - and beam weapons only seen on starships. Your team cannot cost these fully, but estimate that the simple infantry variants might be in the range of 250m each to recreate from first principles; the more complicated weaponry will require investments of 500m or more to understand the technologies involved

-   10 m
- (116 = 92+24) - [Buried Deep] [REDACTED]

=   50 m, 100%

Jarad Dynasty
Construction work begins on a factory facility in New Nemedia

Kaohmanuca
Investigators from the Kaohmanuca continue to haunt the public colonial archives

Manos Holdings, Inc

Enough indication of petrochemical reserves are found to suggest further investment

=   50 m, 100%

Order of the Silver Phoenix

-   20 m
- ( 39 = 18+21) - Raise the 1st Legion, 80%
Recruitment continues to be slow, with recruits drifting away and an undercurrent of concern about the militarisation of the Order starting to bubble. You estimate it will take a further 20m next turn to complete selection and training of a full regiment

-   30 m
- (-16 =-40+24) - [Buried Deep] [REDACTED]

-  100 m
- ( 67 = 40+27 <= 24+3) - Extend Pressure on Worker Leaders
Your tactics sadly encourage the more hardline elements to radical opposition
