Start by discussing what kind of characters you are interested in playing.

Limitations:
If I don't have the book that has all your OCC/RCC rules and powers, it's not allowed.  The game takes place in North America.  United Airlines has long gone out of business.  Japanese ninjas and British knights don't just end up in North America.  Tell me a tale if you want something unusual.  Also no critters that are evil as characters.  No "Drizzt."  Too much game time is often spent dodging while trying to explain that you're the good kind of homicidal maniac.  If you're from the West coast, your starting gear comes from there.  If you want Glitter Boy armor from Quebec, be from Quebec, not Argentina.  Before you go through the lengthy creation process, talk to me.  I'm a fairly reasonable human being who wants his players to enjoy the game.  This isn't Paranoia.  I'm not here to screw you.

Starting out, roll 3 sets of stats and pick the best set.  You may arrange the set howver you wish.

If you can't meet OCC minimums, up the stat to the minimum.

If you roll a 16 and your bonus comes up a 1, re-roll once.
