Unbelievers (off-worlders) are rounded upand imprisoned

Game Mechanics: Can be an Examiner, since adolescence event changes Tech Level.

Assume mother doesn't have Planar Travel.
Since the character himself has Planar Travel; he could have moved the family to elsewhere, as an adolescent. Or just himself and his brother (since 'worked for a sibling' they're still around).
Weird events then - meteorite; interplanetary war; friends with a 'splinter faith' cleric.
Him and his brother together - who is however doing OK if he can give away 3000 credits.
Patron events ? - might have had a 'love' for Gwendolyn since childhood, eventually managed to reactivate her as an adult. Or maybe she's just a head, but he reattached her body.

Originally from city, she stowed away with an expedition of what turned out to be Radioactivists, to be with her beloved [who wasn't along willingly].(Didn't kidnap him herself).
They ended up in the desert together - living with lizard riders.


Parents background:
Loren's mother Lissa was born in a major post-apocalyptic city, and came to work for the mayor of the city who however also had a hand in much nefarious underground business. He educated her (slightly) and introduced her to his ward Myron, and she immediately fell in love..something he did not return.
Then, the city was taken over by radioactivists, who planned to travel to the far desert to find a source of the Glow enough to mutate the city further. Myron went with the expedition unwillingly, while she stowed away on a wagon; she helped him to escape, killing other faithful and leaving them trapped together in the far desert. With few other options, they partnered up to survive among the mutated lizard riders and in time a family was born, though he did not truly love them.

Loren:
2nd of 4 children (3 male; youngest a sister).
Raised among Far Desert lizard riders; destitute, stone age culture.
More than anything he wanted to ESCAPE, catalyzing his innate psionic powers development in that direction.
