As you return to Tyntern, you tell Sir Grayson of your noble deeds. Deeply impressed by what happened, he immediately takes the decision to reform the ancient order of the Knights of Hellwinter. You are the first knights of the reborn order and that is made public during a grand ball in your honor, where all the nobility loyal to Baron Bedivere Grayson’s is invited. You receive from the Baron’s hands your new surcoats, emblazoned with a Black Dragon: the ancient coat-of-arms of Hellwinter. As a fair reward for your valiant deeds, Sir Grayson also grants to the Knight of Hellwinter the right to rule and to collect taxes on the lands near the northern border, Gallows End included (this is the equivalent of having the Talents Knighted and Status while on duty).

Are all of us considered knights, including non-fighters?  Also, do the surcoats have any armour value?

Additionally, I want to learn Counterspell for 40 xp.  How can I go about finding a teacher?

All of you are considered knights, now :)
The surcoats do not have armor value, they are just a decoration to be worn above your armors.
No problem finding a teacher in Tyntern, happy to teach you for free, as you are a hero!

Storm thanks the baron for his kindness and asks if there is anything he can help him with. If he has the magical dagger, he will turn it over to the baron asking if there's a way to either remove the curse or to destroy it less it corrupts man.

He just named you Knight, with the task of patrolling Hellwinter Peak, so that's what you can do to help him.
He will make sure the cursed knife is dealt with by his best wizards and priests.
