The city and its lands lie in the heart of civilised Oerth. The barren slopes of the mysterious Cairn Hills loom to the north of the city, within sight of the high walls. The placid expanse of the great river Selintan meanders past Greyhawk's bustling wharf region, giving the city its primary claim to strategic significance, for it lies upon that waterway between the great lake of Nyr Dyv to the north and the broad surface of Woolly Bay and the Azure Sea to the south.

Greyhawk has long been a beacon for men and women of learning, or great faith, or high magic. Such people of power often seek the companionship or acceptance of equals. Thus the city has provided for them a focal point and gathering place. Many are the mages who study for a decade in Greyhawk before embarking on an adventuring career that might span half a century. In the twilight of their lives, such wizards often return to the place of their training.

Adventurers are also drawn to the city. The nearness of the great ruin, Castle Greyhawk, has proven to be the most irresistible draw to treasure-seeking bravos ever discovered.

The city contains all sorts of people. About 80% of the city's population are native Greyhawkers, with another 14% humans from about the Nyr Dyv, Rhennee bargefolk, barbarians from the north or the wild coast, and those from farther afield. The result is a thriving city with room for all sorts of individuals. It is a city with rules, no more or less corrupt than any other major centre, but for those who can learn to live within its rules, it is a city of unparalleled opportunity.

For almost three long years, as 584  CY  drew to a close, the nations of the Flanaess had schemed, murdered, and warred against each other until nearly all sides lay bloody and beaten. Proposals for a great peace treaty gained rapid acceptance in many quarters, aided by the persuasive whisperings of the agents of the Scarlet Brotherhood. In the month of Harvester, 584 CY, in the untouched Free City of Greyhawk, countless ambassadors assembled to inscribe their names on the treaty at the Day of the Great Signing. It very nearly didn’t happen. Magical scrying and the strenuous efforts of sages have not availed to give the full story of what happened that day. All that is known for sure is that, within the Grand Hall where the treaty was to be signed, a fierce magical battle erupted and spread havoc through the Old City. Afterwards, two members of the famed Circle of Eight, the great mages of Greyhawk, lay dead; Otiluke and Tenser were no more. Their magical clones likewise shrivelled and perished, and their own bodies could not be resurrected. It is also known that Rary of Ket, another Circle member, was last seen fleeing with Lord Robilar into the Bright Desert, and that Rary had turned traitor and had slain his old friends. Why this is, is a tale yet in the telling.  A  sideshow to the main event, to be sure, but one that still shook Oerth. Despite this, the treaty was signed and the Greyhawk Wars drew to a close. The Pact of Greyhawk ensured peace-of a sort.

Recent changes in Greyhawk.

One major physical change occurred right at the end of the war, when the mysterious magical debacle preceding the signing of the Pact of Greyhawk led to a sweeping conflagration affecting areas of the Old City. The Great Hall of the Thieves' Guild was damaged by the fire, but its magical defences prevented major catastrophe.

The Rhennee bargefolk are regarded with increasing suspicion by most Greyhawkers. It is widely believed that at least some of them are in league with Iuz, act as spies within the city, and attack shipping on the Nyr Dyv with the aid of vessels Iuz has captured from the Shield Lands.

Nearly ten thousand people fled to Greyhawk during the wars, for a variety of reasons. Nearly half the influx has been Nyrondese who have abandoned their impoverished and threatened land, as well as refugees from Furyondy and Urnst. A minority of these people do not present a problem since they are skilled artisans, scholars, scribes, mages and suchlike. Some create political problems for the authorities by their very presence and activities; but, more generally, the bulk of unskilled and semi-skilled refugees has created social tensions in the city. Overcrowding of the poorer parts of the city (River Quarter, Old City, Foreign Quarter) has bred disease, conflict between national groups, and worse. Native Greyhawkers blame the refugees for a long list of problems including stealing their jobs, crime, and much else of what goes wrong in their day-to-day lives.

The start of the game will find the characters at, or near, the Blue Dragon Inn, in the Foreign Quarter of the city. The Inn is a two-storey building with a tavern and restaurant on the ground floor, and rooms for rent on the the upper level. Many rooms have small balconies overlooking the bustling street below.

The owner of this inn, Felipe Namarhz, doesn't have a lot of originality, but he knows what he likes. He likes the Silver Dragon Inn. He set out to copy the Silver Dragon in every way possible, from the appearance of the building to the contents of his menu. He has succeeded in every aspect save one: quality. The Blue Dragon Inn is indeed a poor sister to the grand establishment of the nearby Silver Dragon. For this reason prices for meals and overnight lodging are fair at the Blue Dragon Inn, but the service is terrible.
Blue Dragon Inn staff :

If you believe your character's actions will warrant a dice roll, like a perception check or attack roll, go ahead and make the rolls.
Make an attack roll, and a damage roll, or whatever rolls you think are necessary, to keep things moving along.

It is early evening of 15th Planting, Starday, 586CY.  The morning was cool but the day was warm. The skies are partly cloudy. The street is somewhat muddy from rain earlier in the day.

The Blue Dragon Inn is moderately busy tonight. There are approximately twenty patrons in the main bar room. The new waitress, Donatel, is run off her feet as the regular waitresses, Sleega and Grooga, seem to be delegating much of the work to her. Felipe is in his regular place, behind the bar. The dwarven bouncer, Veith, has passed out drunk, his head resting on a table near the tavern main entrance. A band of minstrals graces the stage near the bar. The music they produce is tolerable but not fantastic. Some gamblers sit at a table playing a game of chance with dice. Arched doorways lead to a quieter restaurant room with candle-lit tables, and the kitchen. A stairway leads up to the well-priced rooms for rent. The facilities for those who need to relieve themselves are down a narrow passageway and through a wooden door leading to a small outside area with two small wooden booths with deep holes covered by wooden seats with splinters.

Harlo is at a table mindlessly flipping through his spellbook while picking at a plate of food and nursing an ale.

Matrim is sitting at a table, smoking a very large pipe, and enjoying the blackest of ales out of a very large stein with a family crest.

Bhelmyr has been asked by Felipe to replace Veith as bouncer for the evening.

Duncan and Crimson are not currently in the room. Perhaps they are on their way, or asleep upstairs ...

Would anyone like to do anything ?

Harlo closes the well worn book with a sigh, endless study was a chore and mostly boring but as the curse of a wizard it was a necessity. Looking around at those in the inn Harlo packs a pipe with some not to fresh tobacco. Leaning back he takes in the atmosphere and opens his ears to any interesting conversation, the topic of the recent war usually came up and was always fascinating.

Duncan walks into the inn's main hall with a sigh of resignation. He shrug/pulls the medium sized satchel over his shoulder to settle it as he walks passed a few tables until he spies Harlo.
"Well met fellow. I hope this day is more productive for you than yesterday? here are those books of Lore I mentioned."

Harlo takes a deep pull from his pipe and exhales. ”Ahhhh, wonderful. I fear so far you have been a more contributing travel companion than I have been. We may need to move on from here at some point. I worry this chair will attach itself to me if I sit for too many more days.”

Harlo begins looking at the books, flipping through each one reading snippets as he puffs away.

"Careful with those. The Clan has never been found of me 'borrowing' the old lore. But what do they expect me to do when they send me off across Flaness by myself? Seriously. Don't train your librarian as a warrior and thief if you want the books to stay at home."
Duncan grins and plops into a chair, with such ease his bones might have vanished. He raises a hand and gestures for one of the serving girls.

Bhelmyr , you overhear snippets of conversations.

A pair of senior adult men, both well-built and grey of hair, and possibly wearing armor under their cloaks, are having a cheerful discussion of old times. They seem like old adventurers. "Over-run with monsters, they say. None dare go there save the cursed or stupid. Zagyg has trapped the place well.", says one. The other replies, "Ahh, but one last adventure before these old bones give in would be glorious."

One of the dice gamblers, a man with messy dark hair and missing teeth, rises to his feet, points at another gambler and declares "Cheat!" He grabs a dice. "It's weighted on the bottom side." He throws the dice onto the table and storms away, towards the bar for another drink.

A pair of rough-looking human men sit at a table near a window overlooking the street. You hear snippets of their conversation. "... opens his shop late morning ..." and "... should be easy enough if we're quick ..."

Duncan, the busy serving girl, Donatel, carrying a tray laden with many drinks spins towards you as you gesture. She spins too fast, the tray wobbles and tips, spilling drinks all over your table and Harlo's books. "Oh my!", she exclaims, grabbing a rag and wiping the books, smudging ink and making things worse, "Forgive me, kind gentlemen." She is distraught and clearly fearful of punishment from both of you and Felipe, the Inn owner.

Still puffing at his pipe, Matrim casually watches the people around him, though if he heard, the argument about the dice game causes him to watch the players, almost looking disgusted at the mention of 'cheat'

The dice game comes to an end as a second player stands, shakes his head, and leaves the table. The remaining two at the table, a man and a woman, appear to be a team, and possibly related, as they are both wearing scruffy brown cloaks and have similar features. They are both thin of build and have long noses. They whisper to each other while scanning the room. The man tucks the dice into a pocket beneath his cloak.

Matrim, your keen perception notices that as he moves his cloak you briefly see a dagger strapped under his left arm. It is a typical small-weapon hiding place for thieves and robbers.

Matrim makes no move except to make himself a somewhat easy looking mark, as much as a Goliath in fine robes can by flipping a gold coin in one hand.

Watching the drinks splash onto the stack of books, the conflict begins in Duncan's head. 'Am I defending the books honor, am I defending the family, or am I just too far gone?'
In the end he just snorts and breaks out laughing.

Harlo stands up in a start to avoid the spill while grabbing the books to save what he can. “My dear girl,  your accidental clumsiness has drowned a small bit of history and knowledge. Do not look to me for forgiveness, it is not mine to deny or give as these were his.”

Seeing Duncan start to laugh is a welcome reaction. You can tell a lot about a man in how he treats those that serve them. “I believe the next round is on the house, no?” Harlo sits back down and grins.

Matrim, you notice the scruffy pair glance at you and exchange whispers. They both stand, pull their brown cloaks around themselves and move through the room towards the short narrow hallway leading to the small area outdoors (out the back) that contains the two wooden restrooms (like permanent portable-toilet booths). Do you want to let them both go out the back ?

Duncan and Harlo, Donatel is devastated at fumbling with the drinks, but relieved that you are both not furious. "Yes, yes ! A round of drinks to this table, at once ! I shall have the cost taken from my wages. May Saint Cuthbert bless you both, kind gentlement." She wipes down the table and hurries away towards the bar. You notice Felipe, the barkeep/owner, glaring at her with a stern look.

Bhelmyr, you cannot hear much more of the conversation between the two rough-looking men sitting near the window, but you do notice them glancing out the window a few times. One of them seems to be tracing some shapes on the table with his finger, as though explaining something to his accomplice, who nods in agreement.

Bhelmyr , not their window, but you can look out a different nearby window or out the front door if you wanted to casually open it and glance out. You are the current bouncer on duty, and it wouldn't be strange to be looking around at the surroundings.

Bhelmyr goes to the bar. He leans backward against it so he can continue to keep an eye on the clientele. "Felipe, that Theldrat, across the street... is he a good sort? A friend?" While he's there, he checks to see if the two angry gamblers at the bar have cooled off any.

Bhelmyr, you pass Donatel the serving girl on your way to the bar. She'd just been talking to Felipe. She carries a tray of drinks and has tears in her eyes. Felipe answers your question, "Aye, he's an honest sort from what I can tell. Why do you ask?" While talking to Felipe you notice one of the gamblers, the man with messy hair and missing teeth, grumbling to himself as he makes his way towards the narrow passageway leading to the outside restrooms.
