All PCs start at level 5, all races and classes in officially printed D&D material are acceptable, and maybe some races that aren't official within reason. Always ask me first if you are unsure. My only hard no is any classes
(not subclasses) from UA or other sources, I haven't read them and have no desire to learn them. If you are rolling Ranger, however, I use Revised Ranger

Stats are generated using 4d6 dropping the lowest and re-rolling ones. This should make your lowest possible score a 6, though that should be rare.
We are going to ignore racial stat bonuses (except for variant human because they get an additional feat). You instead get three stat points to distribute as either +1 to three stats, or +2 and +1 to two different stats, while retaining other racial features.
For equipment, you are allowed 3 Common magic items (Wand of Smiles, Gleaming Armor, etc.) which includes basic healing potions; and 1 uncommon magic item. You otherwise have 1000 GP to spend on gear, magic or mundane. This represents loot from your previous adventuring exploits.

Apart from this, you need to answer some basic questions:
1. What was/were your last adventure/s ?
2. Were you alone, or did you team up with any of the other PCs?
3. How did that experience change you or reaffirm your views?
4. What lead you to come to the capital? (There is a millennial celebration going on, so that can be your reason, but it doesn't have to be.)
5. What person or ideal would you forsake all else for?
